A second suspect has been arrested on suspicion for murder in the second degree on Saturday, Feb. 13 in connection with a case involving 18-month-old Kytana Ancog.

The arrest of 48-year-old Scott Carter was made before midnight. He has not been charged at this time.

Honolulu police identified Kytana’s father, 40-year-old Travis Rodrigues, as the other suspect. Rodrigues, who also goes by the name Travis Heffelinger, was arrested on Feb. 13. He has not been charged and is still in custody.

Kytana was last seen on Sunday, Jan. 31, when her mother, Ashley Ancog, dropped her off to Rodrigues at his home.

On February 13, a witness who was at Rodrigues’ home told investigators that she walked to Rodrigues’ bedroom and saw him slapping his daughter and cursing at her.

“Shut the f*** up! Get out here!” Rodrigues allegedly yelled at the toddler.

The witness said that Kytana appeared petrified and ran to her for help. The witness then asked Rodrigues what was going on but the suspect allegedly kicked the baby, causing her to fall to the ground.

“F*** that baby,” Rodrigues allegedly said, adding that he had her for “three f******* days already.”

The witness said Rodrigues then tried to give Kytana meth, claiming that she liked it.

The witness said she left the home but returned shortly after and noticed blood on the floor. Rodrigues said it was spilled chocolate, according to court documents. However, the witness said she saw Kytana with bruises and marks on her mouth and all over her body.

When investigators questioned Rodriques, he reportedly admitted that he hit, slapped, and cursed at the child while under the influence of meth. He added that he began “squeezing her against his chest,” until she became lifeless.

Rodrigues also admitted that he wasn’t sure if Kytana was deceased, but he wrapped her in a blanket and put her in a duffle bag. He never called 911.

Carter told investigators that Rodrigues asked for a ride to a friend’s house after the incident. Rodriques had the duffle bag with him, reportedly with Kytana’s body inside.

When they arrived at the friend’s house, Rodrigues got out of the car while Carter told him, “don’t worry about it, I’ll take care of it,” in reference to the duffle bag.

Rodriques ended up staying at the friend’s home as Carter drove off. Rodriques claims he has no idea where his daughter was taken to.

Kytana’s body has still not been found.

Rodrigues has been charged with second-degree murder and remains behind bars on a $2 million bond. Carter has been charged with first-degree hindering prosecution. He remains behind bars on a $1 million bond.

Rodrigues is a convicted felon with an extensive criminal history that includes offenses for drugs and firearms

I wish the witness had the guts to take the baby when she ran to him/her for help. This human stain had already had her for three fucking days; he probably wouldn’t have even objected.

I didn’t do anything or report my suspicions about a sixteen year old stepdaughter of a military officer when I was 23 years old. I didn’t “know” anything but my gut instinct was that this creepy man who was full of inappropriate comments was molesting this girl. Three decades later and I think of her often and wonder if she forgives me for my cowardice. She and I once had a conversation where I thought she was going to spill the beans on this guy, but she didn’t and I didn’t push the point. I was afraid of the repercussions to my husband’s career. As it turned out, the repercussions I should have been worried about were what would happen to my soul and the guilt.

I don’t think this witness will ever be the same.

A man accused of being involved in the disappearance of an 18-month-old girl has been released from jail.

A judge dismissed the hindering prosecution charge against Scott Carter and canceled his trial, which was scheduled for this week.

Prosecutors said they were delayed in gathering evidence because the girl’s father, Travis Rodrigues, was uncooperative.

The state can still file new charges later.

Police say Rodrigues confessed to beating Kytana Ancog to death and then arranging the disposal of her body in 2021.

Court documents said Carter agreed to give Rodrigues a ride to an acquaintance’s house with the girl’s body still in the car.

Before leaving, Carter allegedly told Rodrigues about the body, “don’t worry about it, I’ll take care of it.
Ancog has been missing since Feb. 4, 2021.
