Detroit police said they could tell something wasn’t right before they discovered the body of a 3-year-old boy inside a freezer in the basement of a home.

The discovery was made around 1 a.m. Friday (June 24) at a home on Detroit’s west side, police said.
Officers were called to the home for a welfare check, according to Detroit police Chief James White. He said the occupant tried to push the officers away, as if nothing was going on.

“The discovery would not have been possible without the officers’ intuition,” White said. “When they talked to the occupant of the home, they recognized that there was something not right about the conversation and the way this occupant was communicating with them.”
White said the officers called for a supervisor. It was determined that the body of a child, estimated to be 3 years old, was decomposing in the basement freezer. It’s unclear how long the body was there.

There were five other children at the home, police said. They were taken to a nearby hospital to be checked on, and then they will be interviewed, according to Detroit police Capt. Kimberly Blackwell.

“The other kids who were in the home -- just imagine what they must have gone through and what they must have endured, being inside of that home,” White said.
Blackwell said the child’s 30-year-old mother was taken into custody.


Homicide investigators will lead the case, with help from the child abuse division, Blackwell said. Detroit police are also working with Child Protective Services.

“The house was in poor condition, and there are a lot of concerns for the other children based on what was seen in the home,” White said.

Detroit Police Chief James White said the young boy had been decomposingwhen he was found and credited the first officers to respond for following their instinct.

According to neighbors, Chase was blind and had some other disabilities, but those were not listed.
"She (the mother) couldn't deal with it, and we all said give him to us if you can't deal with it," a relative said.

Family members also told FOX 2's Jessica Dupnack that CPS had been called at least 13 times this year but each time, they were unable to make headway and were not allowed inside the home.

"He was the sweetest one. He was so sweet," the relative said.
Neighbors said the boy had not been seen since at least March.

"First she said he was in the hospital, and she gave him away, and then she said a couple had him – just too many stories not making sense," the relative said.

The mother of the child, who was not identified, is the 30-year-old woman who was arrested, police confirmed.

There were other children inside the home and White said it was unimaginable what they must have been through. He added that the house was in ‘poor condition’ and there was a lot of concern about the other children inside the home due to the conditions.

"They didn't have anything. In the winter I saw them with summer clothes," said friend Lynette Hardy.

Neighbors said to help, but the mother wouldn't let them.

"She had her kids taken away from her...before and got them back," the relative said.

31-year-old Azuradee France was identified as the mother of the deceased 3-year-old. The boy's death was determined to be a homicide by the medical examiner.

What the hell? Can't they get a warrant or something to force her to present the child? I'm all for parental rights, but that's ridiculous. Were they just thinking her family was calling just for fun or what?
 
Shit.... once she figured out she could just not let them in and they wouldn't do shit about it, this kid was doomed.

There has to be a better process. If she refuses once or twice, go straight to court for an emergency order to have the child presented to authorities or they will take him by warrant. Or sit outside her house until she brings him out somewhere and confront her then. And if she never ever brings him out somewhere or to school or a dr then that's proof of a problem and then they can take him and make sure he's ok.

Abusive parents shouldnt be able to just say no and that's the end of it.

No normal parent would resist that hard if there was nothing to hide.
 
Before her 3-year-old son Chayce Allen was found dead in her freezer, Child Protectives Services had been in Azuradee France's life and the lives of her children. Her oldest child is a 9-year-old girl.

"Azuradee Miata France has a history of postpartum depression. Her mental health continues to be untreated," a CPS worker detailed in a court record after indicating that they received a complaint that France threatened to harm one of her sons on April 7, 2020, the day after giving birth to him.
Foster care workers were already active in the family's life, and a foster care worker with the Department of Health and Human Services said that France was not being compliant in her treatment plan.

France, 31, was not in counseling and there continued to be concerns for her mental health.

In 2018, France was charged with third-degree child abuse, a felony, after she admitted to assaulting her 2-year-old nephew.
According to court records, France admitted to a CPS investigator that she "improperly supervised, physically neglected, and physically abused" the child who had been in her care for about a month.

The child's father, France's brother, had passed away and the child's mother told CPS workers that she allowed the toddler to live with France for a short time because she told them, "she needed a break."
Court records indicate the child's mother became suspicious that something was wrong, but she said France refused to send her a picture of her son and then refused to return him.

By the time the child got to a hospital, his lips were swollen, his left eye was black with a scratch under it, he had a contusion on his forehead and bruises to his rib cage and both ankles.
France pleaded guilty to fourth-degree child abuse, a misdemeanor, and the felony charge was dismissed. She received two years probation, which ended in February 2021.But that was far from the beginning of CPS workers being involved with the family.

Court records indicate prior contacts with CPS three times in 2016 and twice in 2017 due to "physical abuse, improper supervision, sexual abuse, failure to protect, and physical neglect."
It's unclear why, but after France completed probation on her criminal child abuse case, her children were returned to her.

Then in the fall of 2021, CPS reportedly initiated an investigation into injuries on little Chayce, but because a doctor could not substantiate any abuse, the case was closed.
It's unclear what prompted CPS to ask Detroit police to do a well-being check on the children late Thursday, but when officers arrived, sources said France eventually told them that her son was in the basement.

Officers checked the basement and found the child's remains in a freezer.

France reportedly told officers that Chayce had medical issues and died a few months ago so she put his body in the freezer.

Azuradee France pleaded guilty Friday to second-degree murder in connection with the death of Chayse Allen. The other three charges against her, first-degree child abuse, torture and concealing a death, were dismissed.

France's attorney, Lillian Diallo, said France has a sentencing agreement of 35 to 60 years in prison.

France told Detroit police that she kicked her son in the chest when she got frustrated with him in March 2022, and when he wouldn't wake up the next morning, she put his body in a bag and stashed it in the basement freezer.
France told police that before her son's death, she would often get frustrated with Chayse, who was blind, and hit him with a belt. She abused him for several months before his death, she told Biddle.

France told Biddle she didn't want Chayse, but was too scared of losing her other kids to say anything about it. She'd never had a blind child before and didn't have any help caring for her children, she said.

At the time of her fifth child's birth in 2020, her other four kids were in foster care due to physical abuse and France's untreated mental health, according to CPS records. They were in foster care because she had pleaded guilty in 2018 to "severe physical abuse" of her 2-year-old nephew, according to CPS.

A federal lawsuit has been filed against multiple employees of the Michigan Department of Health and Human Services, citing "gross negligence and deliberate indifference" over investigations involving the case of Chayce Allen.

The lawsuit was filed Monday in U.S. District Court for the Eastern District of Michigan.

Juwan Allen of Detroit, filing on behalf of the child's estate, named 13 staffers who were investigators, specialists or monitors with the DHHS Children's Protective Services Division. The lawsuit seeks damages of at least $75,000 and a jury trial.
The lawsuit detailed a series of reports to, and visits by, Child Protective Services that started when Chayce, born Sept. 1, 2018, was two months old. He and his siblings were removed from France's care at one point, then returned to her.

By the time he died at age 3, the lawsuit claimed, Chayce was the victim of repeated abuse and injuries to the point where he could no longer see.

"Defendants were entrusted with the duty of protecting this vulnerable child from harm and neglect and had the chance to intervene and diligently respond to the severity of the situation and the horrific nature of the allegations. However, each time, Defendants left Chayce with or returned him soon after to his abusive mother," the lawsuit related. "He spent his final days of torment and abuse in complete darkness."

So was he born blind, or was it caused by abuse? The CPS workers in charge of this case deserve to be in jail themselves. Utterly ridiculous.
