A 21-year-old college student was shot and killed in northern New York near her university's campus, according to authorities.

Elizabeth Howell, a senior at SUNY Potsdam's Crane School of Music, was identified as the victim of the shooting, which took place Friday.
When officers arrived to the scene just before 6 p.m., they found Howell unconscious with gunshot wounds, police said. She was transported to Canton-Potsdam Hospital, where she was pronounced dead. Authorities did not provide details surrounding the circumstances of the shooting.

A shelter-in-place order was placed at the university after police received reports of shots fired near campus and lifted Saturday morning.

Michael J. Snow, 31, of Massena, New York, was arrested and charged with second-degree murder on Saturday afternoon, police said. At his arraignment, Snow was remanded to St. Lawrence County Jail without bail. He is not affiliated with the college, according to the university, and it is unclear how he and Howell were connected.

State police are asking the public for information on Snow's whereabouts between 5 p.m. and 8:30 p.m. on Friday.

Howell, who went by the nickname "Beth," was a cellist who performed with the Crane Symphony Orchestra, Dr. Phil Neisser, the president of SUNY Potsdam, said in a statement. She was scheduled to graduate this year.

"She was an aspiring educator with a bright future ahead of her." Neisser wrote. "Together, we – as one united campus community – honor her life and mourn her loss."

"The entire SUNY Potsdam community mourns her loss, and we stand together in unity to remember her," the university wrote in a statement.

The 21-year-old SUNY student who died last week after being attacked at random was shot three times by her killer in a drive-by shooting, and tried to run to safety but collapsed.

Beth Howell, 21, was standing outside the building where she practiced cello in Potsdam, upstate New York, on February 18, when she was shot by Michael J. Snow.
Snow fired at her three times from his grey four-door sedan then fled. She was found outside by friends, having tried to run to safety but collapsed. Howell died in the hospital later.
Snow fled back to Massena, where he lives in a run-down house with a handful of other people including a man who was last week arrested for robbing the bank across the street.

He was taken into custody on February 19 - his birthday - at around 4.22pm.

His motive remains unclear but friends and family of the victim say it seems to have been a random attack.
New York State Troopers told DailyMail.com they are yet to find any connection between the pair.

Snow had, until recently, been living in the home he shared with his late mother Paula, who died 'unexpectedly' in 2019.
Snow's sister said she previously employed Snow to work as a dishwasher in her restaurant, but that he could not hold down the job because he was addicted to smoking crack and had to go to rehab.

Police would not confirm whether or not he is addicted to drugs or if he was under the influence when he shot Howell last week.

He remains in the custody of St. Lawrence County Sheriffs, who will not say if he is being held in the county jail or if he is in the hospital.

Snow has been arraigned on a second degree murder charge.

Jul 28, 2023 —

Judge Craig P. Carriero sentenced Michael Snow of Massena to a minimum of 22 years in prison for the murder of SUNY Potsdam student Elizabeth Howell on February 18, 2022.
Snow admitted to killing the music education student last June, pleading guilty to second-degree murder charges.

According to WWNYTV and the Watertown Daily Times, district attorney Gary Pasqua said Snow confessed to making a plot to create bad press for SUNY Potsdam before he killed Howell in a drive-by shooting. Pasqua said he wanted to harm a former co-worker, who was then employed at SUNY Potsdam, by randomly killing one of the university's students.
