A 50-year-old has been indicted for sexual abuse involving a 4-year-old child.

Between November of 2017 and October of 2018, the child was sexually abused while living with 50-year-old Teaven Curtiss.

Wednesday, he was indicted for one count of rape (under 10), a felony of the first degree, and one count of gross sexual imposition (under 13), a felony of the third degree.

Prosecutor Heck said, “This child was known to children services. If those responsible would have heeded the red flags present, the abuse this child suffered may never have happened. This is another tragic child abuse case, showing that we must be vigilant, and continue to put in extra care and effort, which anyone involved in these types of cases should expect. Children deserve no less.”

A warrant has been issued for Curtiss’s arrest.

How vigilant can anyone be when the first plan is always reunification.

How vigilant can you be when you overlook flaws in biological family members so they are eligible to become resources for those children.

How vigilant can you be when the system is more concerned about completed paper work than protecting the child.
 
“This child was known to children services,” Montgomery County Prosecutor Mat Heck Jr. said in a statement Wednesday afternoon. “If those responsible would have heeded the red flags present, the abuse this child suffered may never have happened.”

Heck’s comments come a week after he called for changes in the investigation of child abuse complaints, sharing concern about a “shroud of secrecy” in those cases.

In response to the Curtiss case, Montgomery County Children Services issued the following statement Wednesday night:

“The Dayton Police Department released a confidential police report to the media. Our agency has requested a copy of this report, but the Prosecutor’s Office denied our request on the basis that the report was confidential. We cannot take action or comment on a report we have not seen.”

A News Center 7 I-Team investigation this year uncovered similar lapses in communication between agencies in the months and years prior to the December 2019 death of 10-year-old Takoda Collins in Dayton.

News Center 7 approached Curtiss at his home in Dayton. He declined comment, denying there is an indictment against him.

So he is out on the streets and the incompetent workers still have their jobs :mad:

Montgomery County Prosecutor Mat Heck, Jr. announced Teaven Lee Curtiss, 51 of Dayton had been sentenced to life in prison in a rape case involving a 4-year-old victim. Curtiss was sentenced to life in prison without parole, plus an additional 5 years.

The victim reported to her mother she had been assaulted. Investigators said the abuse happened between November of 2017 through October of 2018.
