A teacher administering an online test who heard an 11-year-old student say she was hungry and only allowed to eat a small plate of rice each day alerted investigators in Ohio that something was amiss. Authorities found the girl was severely malnourished, living in filth and had been isolated for years.

The girl weighed just 47 pounds when she was found in September — roughly 30 pounds under the average weight for a girl her age, according to the Centers for Disease Control and Prevention. Investigators said they believe she had been mostly isolated at home and mistreated for at least the past three years.

She was, at times, forced to sleep on a urine stained mattress, made to wear a diaper, and stay inside a locked trailer monitored by a security camera, said Brown County Prosecutor Zac Corbin.

“It’s just a wonder she got out of there when she did,” he said. “Where she was kept, it was not livable.”

The girl’s legal custodian, 47-year-old Margaret Breeze, of Georgetown, was charged two weeks ago with child endangering, kidnapping and felonious assault. She has since pleaded not guilty and remains in the county jail, about 40 miles (65 kilometers) east of Cincinnati.

Another System failure --- Girl's custody goes to this family and no check ups. Just awesome. Thankfully, this teacher cared, was observant, took few extra steps Prob, saved this girls life from farther torture and god knows what else ALL other children, seemed okay ? Can you imagine - the F up, happening in this one girls mind, knowing that..... Wonder, if they will turn out to be monster's too They had to know about her ( least, ya think they would ) dang .....

The second suspect in a harrowing Ohio child abuse case was arrested near Cincinnati Thursday night, Hamilton County Prosecutor Joseph Deters said.

Charles Breeze, 61, and wife Margaret Breeze, 47, both stand accused of starving and abusing an 11-year-old girl so severely her life was in danger by the time authorities intervened.

The Breezes kept the girl locked in her bedroom in a trailer and fed her rice once a day, according to court documents. She weighed 47 pounds, was experiencing liver failure and could have died if she had not been discovered by a Child Protective Services worker.

The girl was placed in the custody of the couple six years ago in Bracken County, Kentucky.

According to the Interstate Compact on the Placement of Children, the Brown County Jobs and Family Services should have been notified of the family's move from Kentucky to Ohio so the agency could make sure the girl was being properly cared for. Mitch Sharp, the director of the Brown County JFS, said the agency was never informed of the girl's status as an adoptee or her location.

A video found in the Breezes' home shows Margaret Breeze telling the girl she would like to “break her jaw so she didn't have to listen to her,” court documents say. Another video shows the child being beaten and threatened.

The Breezes, who had custody of the girl, monitored her through a surveillance camera and made her wear diapers because the trailer did not have bathrooms, according to county prosecutor Zachary Corbin.

Police arrested Margaret Breeze on Nov. 1. Her husband would remain at large until Thursday.

A teacher's tip led authorities to the girl, Corbin said. The girl was home schooled and was taking a test online when she complained to the teacher that she was hungry.

The teacher "was observant enough to pick up on little things that this little girl was saying, talking about the stomach ache, being hungry,” Corbin said. “She made the report and probably saved a life.”

On Sept. 13, a Child Protective Services worker responded to the Breezes' property on White Oak Valley Road and found it in disarray, according to court documents. The worker found the girl to be in desperate need of medical treatment, and authorities removed her a few days later.

The child was admitted to Cincinnati Children’s Hospital Medical Center and diagnosed with Kwashiorkor, a severe protein deficiency normally seen in sub-Saharan Africa.

Corbin said the girl looked much younger than 11 years old. She came in below .01 percentile for both height and weight for her age group.

The Breezes pulled her from school about three years ago, Corbin said. The family also stopped taking her to the doctor at about that time.
Corbin said authorities have placed the girl in a loving home, where she has gained about 15 pounds since her rescue.

“The little girl will be scarred from this, but hopefully there’s a happy ending where she can put this nightmare behind her and move forward in a positive way like a normal 11-year-old child would,” Corbin said.

Two other children, ages 2 and 8, were living in the Breeze's house at the time of Margaret's arrest. They are now living with other relatives. Sharp said there were no signs of abuse or neglect. Both of those children were also private placement cases.
 
A Brown County couple, who pleaded guilty to severely abusing an 11-year-old girl, was sentenced to 10 to 13 years each in prison.
Margaret Breeze, 49, and her husband, Charles Breeze, 63, received credit for the 2.5 years they’ve already served and can apply for parole in five years.

The couple was first arrested in 2019.

Prosecutors accused them of beating, whipping and starving the girl so violently, her life was jeopardized, according to Brown County Prosecutor Zach Corbin.
When police found her, she weighed just 47 pounds and was suffering from liver failure.

She was forced to sleep on a urine-stained mattress in a trailer.

The prosecutor has said the couple monitored the girl in the trailer through a video feed from their Georgetown home.

The defense claims the victim was a problem child and his client, Margaret, couldn’t control her. The defense even claims Margaret reached out to Brown County Job and Family Services who refused to help.
Margaret had custody of the girl for about six years.

Around 2016, she stopped taking the child for pediatrician visits and began home-schooling her, according to Corbin.

In 2019, the girl had to take an online test and told the educator on the other end she was hungry, but wasn’t allowed to eat.

The educator alerted the police.

The prosecutor says the victim continues to receive treatment for PTSD related to the abuse.

The 13-year-old was in court for the sentencing of her former guardians.

She sat silently throughout the proceeding, oftentimes holding the hand of her new foster mother.

Charles also faces charges in new rape case.

He was charged late last year with six counts of rape and two counts of sexual battery against a victim under the age of 13 when the victim came forward, according to court documents.

The offenses dated between December 2003 and December 2013.

He has pleaded not guilty and will return to court on Friday.

The child wrote a letter to the Breezes, and a prosecutor read it in court. It said in part, “You stole my childhood. You stole my development, but I refuse to allow you to steal my future.”

The woman who adopted the little girl spoke to WCPO 9 News after the sentencing. We are not releasing her name to protect the child’s identity.
She told us, “She's wonderful. She attends regular school. She's in the seventh grade. She's a straight A student. She's learned a lot about life after being isolated for all the years."

She went on to say, “Although we feel like Margaret probably didn't get as much time as she deserved for what she did, we're thankful that it's finally over.
