Assistant prosecutor David Wood said Harper shoved the toddler, sending him airborne for nine to ten feet before he landed on his back in the road on May 6.
The toddler suffered serious injuries, including a fractured skull, a brain bleed and abdominal injuries.
Wood said Harper admitted to pushing the little boy.
Harper has a prior conviction for domestic violence.
