Kylie Morgan Hamilton 27-year-old Cary woman faces a felony negligent child abuse charge after police said she allowed her 4-year-old daughter to be severely abused by her boyfriend, according to warrants.

Hamilton “did willfully allow” her 4-year-old to be abused by Ronald Frazier, warrants state.

The child suffered skull fractures, bruises, and injuries to her liver.

Warrants say Hamilton delayed seeking medical care for the child.

The incident was first reported on Feb. 8, when a woman brought her 4-year-old child to WakeMed in Cary with “severe injuries,” Cary police said in a news release.

The emergency room staff then alerted Cary police about “suspicious injuries” as part of the hospital protocol, the news release said.

Frazier, 27, was charged with assault on a female and felony assault by strangulation in a “separate, but possibly related incident,” police said.

On Sunday, police announced that Frazier was charged with attempted first-degree murder and felony child abuse in connection with the child’s injuries.

Hamilton and Frazier were living together “as if married,” warrants state.

Even if your partner/BF/husband is abusing you, that's no excuse for allowing them to abuse your child.

Cowardice is not a valid legal defense.

This was the result of his & her choices, not the child's. Fuck her and everyone like her.
 
So if she was beaten and strangled and unable to do anything shes guilty come on....for all we know she could have been beaten first and when she passed out to avoid murder he took his rage out on the child

In order for me to feel a bit sorry for the mom, she would of had to have been unconscious.

Not only has Kylie upset the North Carolina authorities about her lackadaisical mothering instincts, but the Pennsylvania authorities are not impressed by them either.

A North Carolina woman accused of causing serious bodily injury to her child is also facing felony charges in Reynoldsville for interfering with her children’s custody.

It’s possible that Kylie Hamilton, of Cary, North Carolina, could be extradited to answer those charges, police said.

Hamilton’s charges of interfering with her children’s custody were filed recently and are alleged to have occurred in August ... she is accused of ignoring a court order that turned her children’s custody over to their paternal step-grandmother.

Rhyne said his department had been in touch with Pennsylvania authorities regarding the case. He said cases like these can lead to extradition, but that decision would be worked out by prosecutors in both states.

A Jefferson County woman was sentenced to time served and three years probation in relation to a child custody case recently.

Court documents indicate President Judge John H. Foradora sentenced 28-year-old Kylie Morgan Hamilton, of Reynoldsville, to time served plus three years probation on one third-degree felony count of interference with custody of children on July 3, immediately following Hamilton’s entry of a guilty plea.

Foradora ordered Hamilton to two years less one-day confinement in the Jefferson County on the charge with full credit for time served and immediate parole.
According to a criminal complaint, Kylie Morgan Hamilton violated a child custody order from June 2017 by removing the children in the custody order from the state and not providing the individuals with shared partial legal custody of the children with written notice or a change in address and contact information.
