Juan David Ortiz, an intel supervisor for the Border Patrol, fled from state troopers and was found hiding in a hotel parking lot in Laredo at around 2 a.m. Saturday, Webb County Sheriff Martin Cuellar said at a news conference in the border city about 145 miles (235 kilometers) southwest of San Antonio. He said investigators have “very strong evidence” that he is responsible for the deaths of the four women.

Juan David Ortiz, 35, an intel supervisor for the Border Patrol, fled from state troopers and was found hiding in a truck in a hotel parking lot in Laredo at around 2 a.m. Saturday, Webb County Sheriff Martin Cuellar said at a news conference in the border city about 145 miles (235 kilometers) southwest of San Antonio.

Cuellar said investigators have “very strong evidence” that he is responsible for the deaths of the four women, who are believed to worked as prostitutes.

“We do consider this to be a serial killer,” said Webb County District Attorney Isidro Alaniz.

In a statement, Andrew Meehan, assistant commissioner for public affairs for U.S. Customs and Border Protection, said his agency’s Office of Professional Responsibility, the U.S. Border Patrol and the Department of Homeland Security Office of the Inspector General are fully cooperating with all investigators.

“Our sincerest condolences go out to the victims’ family and friends. While it is CBP policy to not comment on the details of an ongoing investigation, criminal action by our employees is not, and will not be tolerated,” Meehan said.

He referred questions about the investigation to authorities in Webb County and to the Texas Department of Public Safety, whose Texas Rangers are also investigating.

A Texas Department of Public Safety sergeant didn’t return several messages seeking comment on Saturday.

Authorities didn’t immediately disclose the victims’ names or nationalities.

“The manner in which they were killed is similar in all the cases from the evidence,” said Alaniz.

But both Alaniz and Cuellar declined to discuss the evidence or say how the women were killed.

Alaniz said investigators are still trying to determine a motive for the killings. He said all of the women worked as prostitutes.

Cuellar said investigators believe Ortiz acted alone.

Alaniz said his office plans to charge Ortiz with four counts of murder and one count of aggravated kidnapping.

Webb County-Zapata County District Attorney Isidro Alaniz told The Texas Tribune that Juan David Ortiz, an intel supervisor for the Border Patrol, fled from state troopers after the fifth woman escaped and alerted law enforcement. Officials found him hiding in a truck near a gas station close to a Laredo hotel and arrested him without incident.

“He picked [the fifth woman] up, she went willingly with him and then while she was with him things started to get dangerous for her and when she tried to escape from him at a gas station that’s when she ran into a trooper,” Alaniz said. "In our opinion he is the sole person responsible for this horrific serial killing spree."

Ortiz has killed four women since Sept. 3, including one transgender woman. Two of them were U.S. citizens; the other victims' nationalities are unknown. All of them were sex workers, he said.

Alaniz said the killings happened when Ortiz was off duty and in his own vehicle, a white four-door Dodge truck.

Documents provided to The Texas Tribune by the Webb County District Attorney’s office describe the dramatic escape of the woman who could have been a fifth murder victim.

Erika Pena approached a state trooper after she said Ortiz pointed a gun at her when she tried to escape from his vehicle, according to the documents. “Erika stated David began to act weird when she began to speak about Melissa, a female she knew who had been discovered dead the week before,” according to a criminal complaint. Later, the two stopped at a gas station and Pena struggled to get free, the complaint says.

“David grabbed her shirt to prevent her from exiting the vehicle. Erika began to scream for help. Erika pulled off her shirt allowing her to escape and run away from the vehicle,” the complaint states.

A manhunt ensued after Pena provided details on where Ortiz lived and what he drove.

An arrest affidavit states that Ortiz provided officers with details about picking up a woman he identified as Melissa Ramirez on Sept. 3. Ortiz said the two drove outside city limits and stopped so Ramirez could urinate, the affidavit said.

“Juan David Ortiz then used a firearm (handgun) to shoot Melissa Ramirez multiple times [in] the head,” the document states.

On Sept. 13 Ortiz picked up Claudine Ann Luera and drove her outside city limits on U.S. 83, the affidavit said. She exited his truck and Ortiz shot her "multiple times in the head" according to the affidavit. She died later at a local hospital.

U.S. Border Patrol agent Juan David Ortiz, 35, was indicted Wednesday on charges of capital murder, aggravated assault with a deadly weapon, unlawful restraint and evading arrest or detention in the deaths of four sex workers in September, according to Webb County District Attorney Isidro Alaniz.

Ortiz, a 10-year Border Patrol veteran, allegedly told investigators he killed the women in an effort to "clean up the streets" in Laredo, Texas.

If Ortiz is convicted, Alaniz said he'll seek the death penalty.

"By day, he was a family man. The evidence shows that he was a supervisor, that he would go about his daily activities like anybody here," Alaniz told reporters on Wednesday. "At the nighttime, he was somebody else -- hunting the streets ... for this community of people and arbitrarily deciding who he was going to kill next."

I cant help but be fascinated by serial killers becos in their mind what they are doing is not only justified but its a societal need.
Like who needs more undocumented immigrant prostitutes roaming the streets amirite?
But El Paso is a military town so there are always gonna be "whores call girls and high class escorts" there to service those lonely servicemen who aren't looking for Dependas but a good time.
If anything he probably feels inadequate seeing all those guys getting their knobs polished and he was just a fat slob of a border patrol agent.
 
The more effective way to clean up the Streets of Laredo was to get him the hell off them!

A former Border Patrol agent who confessed to killing four sex workers in 2018 was convicted Wednesday of capital murder, after jurors heard recordings of him telling investigators he was trying to "clean up the streets" of his South Texas hometown.

Juan David Ortiz, 39, receives an automatic sentence of life in prison without the possibility of parole because prosecutors decided not to seek the death penalty.
During the trial that began last week, jurors heard Ortiz's confession during a lengthy taped interview with investigators.

Ortiz told investigators he had been a customer of most of the women, but he also expressed disdain for sex workers, referring to them as "trash" and "so dirty" and insisting he wanted to "clean up the streets."

He said "the monster would come out" as he drove along a stretch of street in Laredo frequented by the women.
