A mother has been charged after police found her 5-year-old daughter dead.

Andrea Webb, 21, has been charged with injury to a child.

The initial call said her daughter Samantha Bell, may have fallen from a second-story apartment but police noticed her injuries were not consistent with a fall.

According to police, Bell had bruises on her face, chest, abdomen, arms and back.

Detectives say an autopsy will give them a better idea of what actually caused her death.

Bell's stepfather was also arrested at the scene for not identifying himself.

Oh damn — for a fleeting second I thought this was the same woman I told to steal the rental car. Grand theft auto is fine. Murdering children is not.

I say we toss her from a second-story apartment balcony until she accumulates the exact injuries she inflicted upon her daughter.

What an ugly bitch. Inside and out.

Andrea Webb, 21, mother of two was arrested and accused of beating her eldest daughter to death with a belt after initially telling investigators the child fell from a balcony at a southwest Houston apartment complex, according to authorities.

The whipping is believed to have caused the death of 5-year-old Samantha Bell on Saturday, a prosecutor said Monday at a probable cause hearing.

The mother allegedly admitted to striking the girl with a belt as punishment and forced her to sit against a wall without "the support of a seat" for hours, the prosecutor said.

She cut the belt in half "so she wouldn't hit herself with it," the official said, adding that when Webb decided her belt was not thick enough — she had her boyfriend borrow another one from a neighbor.

Defense attorney Tanya Kelley handed Webb a bundle of tissues as her bond was set at $50,000. She described Webb as an unemployed waitress who had relied on public transportation to get to-and-from work. This was her first known arrest in Harris County.

The mother buried her face in her hands and sniffled as her hearing ended.

The mother's unidentified boyfriend was arrested for a parole violation after the child's death.

Child Protective Services spokeswoman Tiffani Butler said the agency had no prior case on the family. A 1-year-old child found inside the apartment during the police investigation was placed into their care, she said.

Well, if she was unemployed then she wasn't taking public transportation to work. Millions of folks take public transportation to work and to job interviews. Of course, it's hard but you do it because you don't want to live like a bum.
