The investigators are examining Mr. Giuliani’s efforts to undermine the American ambassador to Ukraine, Marie L. Yovanovitch, one of the people said. She was recalled in the spring as part of Mr. Trump’s broader campaign to pressure Ukraine into helping his political prospects.

The investigation into Mr. Giuliani is tied to the case against two of his associates who were arrested this week on campaign finance-related charges, the people familiar with the inquiry said. The associates were charged with funneling illegal contributions to a congressman whose help they sought in removing Ms. Yovanovitch.

CEYLANPINAR, Turkey — The Turkish invasion of Kurdish-held territory in northern Syria raised new fears of a resurgence of the Islamic State on Friday, as five militants escaped from a Kurdish-run prison and the extremist group claimed responsibility for a bomb that exploded in the regional capital.

As Turkish troops launched a third night of airstrikes and ground incursions, Kurdish fighters said they had thwarted a second attempt to break out of a detention camp for families of Islamic State members.

The moves compounded a mounting sense of turmoil in northeast Syria, where tens of thousands of residents were reported fleeing south. The Turkish government said its troops had advanced five miles inside part of the country. Several major roads had been blocked and a major hospital abandoned.

Since Wednesday, Turkish forces have pummeled Kurdish-held territory with airstrikes and sent in ground troops, trying to seize land controlled by a Kurdish-led militia, the Syrian Democratic Forces. That militia fought alongside United States troops in the recent war against the Islamic State.

I see the media and politicians using repetition to brainwash and cause division among people like never before and the fact that they allow antifa to do whatever dressed like urban snipers is insane. I've lived through many presidents and I honestly think that they are selected rather than elected and the fact that the act of voting with the breaches and cheating is insane. Maybe the powerball lotto people should be in charge of voting as everyweek they get last minute slammed with people buying online and at retailers with no glitches. I'm of the opinion that everything government touches it screws up. Seen where trump made a huge trade deal on agriculture with china that should make many gmo farmers happy and should bring many more voters his way this next election and I love seeing fellow Americans doing good rather than struggling. My prediction is that the deficit will never be paid down ever. That trump wins again and the economy will take a huge hit about a year into his second term. Then everyone will flip back to democrats good republicans bad once again, but the debt thing will prompt talks of restructuring government including the constitution. The irony of the people fighting over the left or right is that they are getting trampled under boths boots all the way to the bank,the politicians all come out millionaires,even the quiet ones. They are the ultimate mafia.

Turkey is committing war crimes against Kurds with Trump’s help

Donald J. Trump will go down in history as fully complicit in Turkish war crimes. Unless, that is, he picks up his phone and tells Turkish President Recep Tayyip Erdogan to halt his murderous attack on Syrian Kurds immediately – or face draconian U.S. sanctions.

“War crimes” are the only way to describe what Trump has set in motion with his feckless phone call that green-lit Erdogan’s invasion of Syria. Because make no mistake, what Trump’s buddy is doing has nothing to do with fighting ISIS, and everything to do with destroying the Kurds.

Within the first 24 hours of their invasion, Turkish forces had already driven at least 100,000 Kurdish civilians out of two cities near the Turkish border, many of them fleeing on foot with only the clothes they were wearing. “These cities are almost empty from civilians who have fled to the countryside,” I was told by Syrian Kurdish journalist Rodi Hasan.

The Turks have already moved on to shelling other major Kurdish cities, like the capital, Qamishli.

“He is deliberately bombing the civilian population,” says Steve Gumaer, president of Partners Relief and Development, a small humanitarian relief agency that has staff in northern Syria. Gumaer’s brave team are risking their lives to distribute mattresses and blankets to desperate Kurds fleeing south toward the city of Hasaka. But the Turks have deliberately shelled the water station serving Hasaka, ensuring that the flood of displaced persons won’t have water to survive.

So when Trump said earlier this week he expected Erdogan to conduct the offensive “in as humane a way as possible,” his ignorance was sickening.

Trump’s envoy to testify that ‘no quid pro quo’ came from Trump

The U.S. ambassador to the European Union, Gordon Sondland, intends to tell Congress this week that the content of a text message he wrote denying a quid pro quo with Ukraine was relayed to him directly by President Trump in a phone call, according to a person familiar with his testimony.

Sondland plans to tell lawmakers he has no knowledge of whether the president was telling him the truth at that moment. “It’s only true that the president said it, not that it was the truth,” said the person familiar with Sondland’s planned testimony, who spoke on the condition of anonymity to discuss sensitive diplomatic matters.

A bipartisan resolution released by Engel on Friday includes language saying the Kurds "fought courageously" with the United States against ISIS and that a withdrawal from northeast Syria is "beneficial to adversaries" like Syria, Iran and Russia.

The four-page resolution says the House "opposes the decision to end certain United States efforts" to prevent Turkey's offensive. It also calls on Erdogan to "immediately cease" the operation, says the United States should continue supporting the Kurds and calls for the U.S. to "work to ensure that the Turkish military acts with restraint."

In a letter to House Democrats on Friday, Hoyer said it is possible the chamber will take up Syria legislation during this work period.

"Both parties are outraged by the president's reckless and dangerous decision to withdraw U.S. troops from northern Syria and abandon our Kurdish allies," Hoyer wrote. "It is shameful that this president has betrayed a reliable ally, is enabling the return of ISIS and is putting our nation and other allies, including Europe and Israel, at risk. As Turkish forces push deeper into Syria and the Kurdish death toll rises, Congress ought to respond."

Federal courts have so far been asked to weigh in on relatively few standoffs central to the Ukraine-focused impeachment inquiry. That could change, depending on the Democrats' boldness and how encouraged they feel following the routing of Trump's legal arguments.

Federal judges throughout history haven't often come down on protecting the President from investigation. Instead, they have in several situations delivered to prosecutors and the impeachment investigators in the House the materials they seek -- sometimes exceptionally fast.

“All Americans should condemn this depiction of violence directed toward journalists and the President’s political opponents. We have previously told the President his rhetoric could incite violence. Now we call on him and everybody associated with this conference to denounce this video and affirm that violence has no place in our society.”

Facing scathing criticism from Republican lawmakers and members of his own military, President Donald Trump on Monday was working toward applying harsh new sanctions on Turkey following its incursion into northern Syria. But even as he was preparing the economic punishment, a bipartisan group on Capitol Hill was finalizing their own sanctions, threatening to undermine the President's attempts at confronting the growing crisis.

The scramble to apply new sanctions came after Trump's decision to withdraw US troops from northern Syria, a move that paved the way for Turkey's military offensive. Even some of Trump's fiercest defenders have questioned his decision, and senior national security veterans have decried the move as abandoning Kurdish allies.

Senate Majority Leader Mitch McConnell said Monday he is "gravely concerned" about events in Syria that could lead to a "resurgence of ISIS."

The video is an edited clip of a scene depicting a brawl inside a church from a 2014 movie. President Trump's head is superimposed on the main character in the video and it shows him shooting, stabbing, and assaulting other people in the church whose heads have been edited to show Trump's critics and the logos of news organizations. At one point, Trump is depicted as shooting in the head a person whose face has been replaced by a Black Lives Matter logo.

E.U. ambassador to testify that ex-Ukraine ambassador was 'great' despite Trump ouster

U.S. Ambassador to the European Union Gordon Sondland will tell Congress on Thursday that he thought former U.S. Ambassador to Ukraine Marie Yovanovitch was "great" and that he has nothing negative to say about her job performance, despite her ouster by President Donald Trump.

A person with knowledge of Sondland's testimony tells NBC News that Yovanovitch was an able and professional diplomat, and that he had no issues with her whatsoever. The person spoke to NBC News on the condition of anonymity.

Yovanovitch told House impeachment investigators last week that Trump personally pressured the State Department to have her removed from her position. Sondland is expected to testify under subpoena on Thursday as part of the impeachment inquiry.

Sondland will also testify that after he attended Ukrainian President Volodymyr Zelenskiy's inauguration in May, he met with Trump, Energy Secretary Rick Perry and former U.S. special envoy Kurt Volker in the Oval Office. In that meeting, Sondland will say, Trump told them that any in-person meeting between Trump and Zelenskiy would have to be approved by Rudy Giuliani.

White House tried to limit what former Russia aide Fiona Hill could say to Congress, letters show

The White House tried to limit what Fiona Hill, who until August served as President Donald Trump's top Russia analyst, could say to Congress in its impeachment inquiry, correspondence between her lawyers and a White House deputy counsel shows.

The letters, obtained by NBC News, illustrate that while the White House did not try to block Hill from testifying, it did tell Hill's lawyers about four areas that could potentially fall under executive privilege.

Those areas involved direct communications with the president, diplomatic communications, meetings with other heads of state and staffing the president had on calls with foreign heads of state, the correspondence shows. Hill testified under subpoena on Monday to the House. Previously, she agreed to testify at Congress' written request.

The House has launched an impeachment inquiry over matters that include Trump's communication with Ukrainian President Volodymyr Zelenskiy that involved a request for an investigation by that country into former vice president Joe Biden and his son, Hunter. There is no evidence of wrongdoing by either Joe or Hunter Biden.

The Hill's lawyers wrote back to the White House on Sunday, presenting their argument for why executive privilege did not apply, based in part on the fact that some of the information has already come into the public sphere and thus is no longer confidential, the correspondence shows. Hill's lawyers also made a legal argument that executive privilege disappears when there's reason to believe there was government misconduct.

George P. Kent, a senior State Department official in charge of Ukraine policy, on Tuesday became the latest high-ranking witness to be questioned behind closed doors by House impeachment investigators, facing questions about his knowledge of the widening Ukraine scandal.

As Democratic leaders privately debated whether to hold a vote in the coming days to officially open an impeachment inquiry they began three weeks ago, Mr. Kent sat with investigators despite being directed by the State Department not to do so, filling in crucial blanks in their account.

Mr. Kent raised concerns to colleagues early this year about the pressure being directed at Ukraine by Mr. Trump and his private lawyer,Rudolph W. Giuliani to pursue investigations into Mr. Trump’s political rivals, according to people familiar with Mr. Kent’s warnings.

As far back as March, they said, Mr. Kent pointed to Mr. Giuliani’s role in what he called a “disinformation” campaign intended to use a Ukrainian prosecutor to smear Mr. Trump’s adversaries. Those included former Vice President Joseph R. Biden Jr., Marie L. Yovanovitch, then the United States ambassador to Ukraine, and Ukrainians who disseminated damaging information during the 2016 campaign about Mr. Trump’s campaign chairman, Paul Manafort.

Rudy Giuliani said Tuesday he’s operating without an attorney despite growing federal scrutiny over potential lobbying violations.

The former New York mayor and personal lawyer to President Donald Trump confirmed in a text message that “no one” is representing him, even as the U.S. Attorney’s Office in Manhattan reportedly probes his dealings in Ukraine, which have also become central to the Democrat-led impeachment investigation.

Giuliani had previously been leaning on Jon Sale, a former Watergate prosecutor and law school classmate, to handle a congressional subpoena for documents tied to his work Ukraine.

Facing a Tuesday deadline, Sale sent a letter to the House Intelligence Committee telling the panel that Giuliani would not comply, according to ABC News. Giuliani, meantime, explained to POLITICO that he wasn’t represented by Sale anymore. “Jon has done what I retained him for,” Giuliani wrote.

On Friday, the New York Times reported Giuliani was under federal investigation tied to his efforts to undermine Marie Yovanovitch, the U.S. ambassador to Ukraine who was recalled earlier this spring amid a wider campaign to pressure the country’s leaders into investigating Trump’s political opponents.

President Trump’s attorney Rudy Giuliani on Tuesday said he was “disappointed” in former National Security Adviser John Bolton, after reports emerged that he had called Giuliani a “hand grenade” over his Ukraine investigations — and told a top aide to alert a lawyer in the National Security Council.

“I am disappointed in John,” Giuliani said in a statement to Fox News. “I’m not sure he realizes I received all this evidence as part of my representation of the president. It was all part of the evidence, and suppression of evidence, involving Ukrainian collusion and the origin of some of the false information against the president.”

Giuliani’s comments come after it emerged that Fiona Hill, a former senior director to Russian and Eurasian affairs, told lawmakers Monday that a meeting between Ukrainian and U.S. officials left her and Bolton so concerned that he told her to alert John Eisenberg, a lawyer at the NSC.

According to the New York Times, Hill said Bolton told her to notify Eisenberg about the effort by Giuliani, acting White House chief of staff Mick Mulvaney and E.U. Ambassador Gordon Sondland to press Ukraine to investigate Democrats.

NEW YORK – U.S. counterintelligence agents have been examining Rudy Giuliani’s business dealings with two men indicted last week on campaign finance charges since at least early 2019, according to a Manhattan lawyer.

Kenneth McCallion, who has represented several Ukrainian clients including former Ukraine Prime Minister Yulia Tymoshenko in U.S. court cases, said the agents contacted him in February or March. They asked whether Giuliani, who is President Donald Trump's personal attorney, had business dealings with Lev Parnas and Igor Fruman.

The Ukrainian-born Parnas and Fruman of Belarus are accused of conspiring to circumvent federal campaign financing laws by funneling foreign money to U.S. political candidates and committees in a scheme to buy influence.

The two men, who now live in Florida, played instrumental roles in connecting Giuliani with Ukrainian officials as Giuliani sought information about the financial dealings there of Hunter Biden, the son of former U.S. Vice President Joe Biden – one of Trump’s 2020 presidential campaign challengers.

Speaker Nancy Pelosi and Democratic leaders will hold off on a full House vote authorizing an impeachment inquiry into President Donald Trump, according to multiple lawmakers and aides.

Democratic leadership sources caution, however, that the decision could be "reassessed at some point."

Trump, White House official and Republicans on Capitol Hill have seized on the absence of such an vote as an unacceptable break with House precedent and have vowed to resist what they describe as an illegitimate probe.

Democrats defended their current impeachment process, which has multiple House committees interviewing witnesses in private and gathering evidence related to allegations that Trump and his personal lawyers, Rudy Giuliani, pressured Ukrainian officials to begin an investigation into former Vice President Joe Biden and his son or risk losing U.S. military aid.

“The processes that are being pursued are consistent with the Constitution and the laws and, by the way, Republican rules," insisted House Majority Leader Steny Hoyer (D-Md.).

He called a full House vote authorizing the inquiry “not necessary."

“It’s completely unnecessary," said Rep. David Cicilline (D-R.I.), who serves on the House Judiciary Committee. "The only time a vote is required is if and when articles of impeachment come to the floor. This is an effort by the president to distract from the shocking and serious allegations of misconduct.”

Never-Before-Seen Trump Tax Documents Show Major Inconsistencies

Documents obtained by ProPublica show stark differences in how Donald Trump’s businesses reported some expenses, profits and occupancy figures for two Manhattan buildings, giving a lender different figures than they provided to New York City tax authorities. The discrepancies made the buildings appear more profitable to the lender — and less profitable to the officials who set the buildings’ property tax.

For instance, Trump told the lender that he took in twice as much rent from one building as he reported to tax authorities during the same year, 2017. He also gave conflicting occupancy figures for one of his signature skyscrapers, located at 40 Wall Street.

Lenders like to see a rising occupancy level as a sign of what they call “leasing momentum.” Sure enough, the company told a lender that 40 Wall Street had been 58.9% leased on Dec. 31, 2012, and then rose to 95% a few years later. The company told tax officials the building was 81% rented as of Jan. 5, 2013.

A dozen real estate professionals told ProPublica they saw no clear explanation for multiple inconsistencies in the documents. The discrepancies are “versions of fraud,” said Nancy Wallace, a professor of finance and real estate at the Haas School of Business at the University of California-Berkeley. “This kind of stuff is not OK.”

New York City’s property tax forms state that the person signing them “affirms the truth of the statements made” and that “false filings are subject to all applicable civil and criminal penalties.”

Trump dismisses Turkey's invasion of Syria: 'It's not our border'

President Donald Trump on Wednesday downplayed the escalating tensions in the Middle East in the aftermath of his abrupt withdrawal of American troops from northeastern Syria, referring to the area as "not our border" and to Kurdish forces as "no angels."

"If Turkey goes into Syria, that’s between Turkey and Syria," he said while speaking to reporters in the Oval Office. "It’s not between Turkey and the United States, like a lot of stupid people would like us to — would like you to believe."

Trump's decision to withdraw U.S. troops from Syria this month has left the Middle East in chaos as Kurdish troops have felt abandoned by the U.S. and left struggling to fend off invading Turkish forces. President Donald Trump on Wednesday lashed out at Sen. Lindsey Graham, marking the latest salvo in the pair’s clash over Trump’s sudden withdrawal of U.S. troops from northern Syria.

Never-Before-Seen Trump Tax Documents Show Major Inconsistencies

Documents obtained by ProPublica show stark differences in how Donald Trump’s businesses reported some expenses, profits and occupancy figures for two Manhattan buildings, giving a lender different figures than they provided to New York City tax authorities. The discrepancies made the buildings appear more profitable to the lender — and less profitable to the officials who set the buildings’ property tax.

For instance, Trump told the lender that he took in twice as much rent from one building as he reported to tax authorities during the same year, 2017. He also gave conflicting occupancy figures for one of his signature skyscrapers, located at 40 Wall Street.

Lenders like to see a rising occupancy level as a sign of what they call “leasing momentum.” Sure enough, the company told a lender that 40 Wall Street had been 58.9% leased on Dec. 31, 2012, and then rose to 95% a few years later. The company told tax officials the building was 81% rented as of Jan. 5, 2013.

A dozen real estate professionals told ProPublica they saw no clear explanation for multiple inconsistencies in the documents. The discrepancies are “versions of fraud,” said Nancy Wallace, a professor of finance and real estate at the Haas School of Business at the University of California-Berkeley. “This kind of stuff is not OK.”

New York City’s property tax forms state that the person signing them “affirms the truth of the statements made” and that “false filings are subject to all applicable civil and criminal penalties.”

Maryland Rep. Elijah E. Cummings died early Thursday due to complications from longstanding health challenges, his congressional office said. He was 68.

A sharecropper's son, Cummings became the powerful chairman of a U.S. House committee that investigated President Donald Trump, and was a formidable orator who passionately advocated for the poor in his black-majority district, which encompasses a large portion of Baltimore as well as more well-to-do suburbs.

Cummings' long career spanned decades in Maryland politics. He rose through the ranks of the Maryland House of Delegates before winning his congressional seat in a special election in 1996 to replace former Rep. Kweisi Mfume, who left the seat to lead the NAACP.

House Speaker Nancy Pelosi said on Thursday that a photo of her appearing to upbraid President Donald Trump was taken as she told him his recent actions are benefiting Russia.

"At that moment, I was probably saying, 'All roads lead to Putin,'" Pelosi said about the photo that was widely circulated after she walked out of a White House meeting with Trump Wednesday.

Trump tweeted out the photo, which shows Pelosi standing up and pointing her finger at Trump as he, other members of the administration and members of Congress remain seated around an oval table in the Cabinet Room.

"Nervous Nancy's unhinged meltdown!?" Trump tweeted.

But Pelosi quickly made the image the cover photo for her Twitter profile as Democrats suggested that she had gotten the better of him.

"This picture: a strong, calm, confident woman standing up to Trump, is iconic," tweeted Paul Begala, who worked for President Bill Clinton.

Pelosi said she told Trump that Russia has been trying to get a foothold in the Middle East and his troop withdrawal gives them an opening as Kurds reach out to Russians for support.

Putin also benefited when Trump placed doubts at the beginning of his administration on the U.S.'s commitment to NATO, she said.

And Pelosi said she told Trump that any withholding of U.S. assistance to Ukraine helps Russia, which invaded its neighboring country in 2014.

The impeachment inquiry Pelosi launched last month centers on whether military aid to Ukraine was delayed by Trump to encourage Ukraine's newly-elected leader to investigate Joe Biden and a conspiracy theory involving interference in the 2016 election.

Trump has denied any wrongdoing.

Donald Trump's top aide on Thursday acknowledged that the administration held up military aid Ukraine aid over the president's desire for a political probe, undermining past denials of any quid pro quo and blowing up weeks of White House messaging amid an escalating impeachment inquiry.

In a whirlwind 40-minute news conference, acting White House chief of staff Mick Mulvaney told reporters the U.S. funds were withheld at least in part because of a request to have Ukraine investigate unfounded allegations that foreign countries assisted Democrats in the 2016 election.

"Did he also mention to me in [the] past the corruption related to the DNC server? Absolutely," Mulvaney said of a conversation he had Trump. "No question about that. But that's it, and that's why we held up the money."

He added: "The look-back to what happened in 2016 certainly was part of the thing that he was worried about in corruption with that nation."

The explosive remarks from the West Wing's senior staffer appeared to equally alarm congressional lawmakers and Trump's allies.

House Intelligence Committee Chairman Adam Schiff (D-Calif.) reacted to acting White House chief of staff Mick Mulvaney's indication that the Trump administration made aid to Ukraine conditional on investigations into the 2016 election Thursday.

"I think Mr. Mulvaney's acknowledgment means that things have gone from very, very bad to much, much worse," Schiff told reporters Thursday, demurring when asked how Mulvaney's comments would affect the pace of the House's impeachment inquiry.

"I have news for everybody. Get over it. There's going to be political influence in foreign policy ... that's going to happen. Elections have consequences," Mulvaney told reporters Thursday, saying "we do that all the time with foreign policy" when asked if a "quid pro quo" was involved in the eventual release of the aid.

Mulvaney denied any aid was withheld to pressure Ukraine to investigate former Vice President Joe Biden and his son.

The comments came the same day that President Trump's ambassador to the European Union, Gordon Sondland, testified before the House, during which he was expected to tell members that a text message in which he said Trump "didn't want a quid pro quo ... didn't want anything from Ukraine" was dictated by Trump himself.

Energy Secretary Rick Perry told The Wall Street Journal this week that he had been told to talk to Trump's personal attorney Rudy Giuliani to set up a meeting with Ukrainian President Volodymyr Zelensky and that Giuliani had repeatedly invoked conspiracy theories about the 2016 election and Biden.

Sen. Mitt Romney raises a troubling theory about Trump and Turkey

Sen. Mitt Romney delivered perhaps the most thorough Republican rebuke of President Trump’s Syria withdrawal Thursday, calling Trump’s abandonment of the Kurds there “a bloodstain on the annals of American history.”

But while that line will get a lot of play, there’s something else Romney said that shouldn’t escape notice. He also floated a theory about how Trump arrived at the decision: that he got bullied into it by Turkey and that he backed down.

“It’s been … suggested that Turkey may have called America’s bluff, telling the president they are coming no matter what we did,” said Romney, of Utah. “If that’s so, we should know it. For it would tell us a great deal about how we should deal with Turkey, now and in the future.”

Romney then returned to the idea that Turkish President Recep Tayyip Erdogan might have given Trump an ultimatum that was met with acquiescence.

“Are we so weak and inept diplomatically that Turkey forced the hand of the United States of America? Turkey!?” Romney said. “I believe that it’s imperative that public hearings are held to answer these questions, and I hope the Senate is able to conduct those hearings next week.”

To be clear, there have been suggestions that perhaps Trump got rolled by Erdogan, who has been pitching the idea that Turkey could take over the fight against ISIS in northern Syria for a long time. The possibility that Trump gave away the farm because Erdogan was particularly convincing or because of something else — Trump’s business interests in Turkey, his desire for Middle East withdrawals, etc. — is a well-trafficked theory among Trump’s opponents.

But here is a U.S. senator — and a Republican one — suggesting not just that Trump got out-negotiated, but that he basically got told what was going to happen and ran away. Romney is entertaining the idea that a relatively small country forced the hand of the United States and also dictated to the supposed Dealmaker-in-Chief.

Mick Mulvaney is causing heartburn among White House lawyers and Donald Trump's allies with his stunning briefing in which he acknowledged that the administration withheld Ukraine aide because of Trump's desire for a political probe.

But Trump's re-election campaign appears to be embracing the controversy.

The campaign on Friday rolled out new merchandise, including a $30 t-shirt emblazoned with the phrase "Get over it" — one of the more memorable lines from the acting White House chief of staff's briefing.

"I have news for everybody: Get over it. There's going to be political influence in foreign policy," Mulvaney told reporters on Thursday.

Mulvaney’s headline-generating performance during the 40-minute briefing seemingly landed him in hot water. He issued a statement five hours later walking back his comments and condemning the press for “misconstruing” his words after he appeared to confirm, at least in part, the allegations of a quid pro quo that have landed Trump in the middle of an impeachment inquiry.

Mulvaney was widely criticized by GOP lawmakers and the president’s confidants, including Fox News host Sean Hannity, who called Mulvaney’s actions “idiotic” during his radio show Thursday.

“What is Mulvaney even talking about? I just think he’s dumb, I really do. I don’t even think he knows what he’s talking about. That’s my take on it,” Hannity said to his listeners.

Yet the Trump campaign claimed ownership of the phrase, boldly displaying Mulvaney’s comment in large white letters on a navy shirt with Trump’s signature hairdo adorning the “o” in “over.”

Two Cabinet secretaries. The acting White House chief of staff. A bevy of career diplomats. President Trump’s personal attorney. And at the center of the impeachment inquiry, the president himself.

Over two weeks of closed-door testimony, a clear portrait has emerged of a president personally orchestrating the effort to pressure a foreign government to dig up dirt on a potential 2020 political rival — and marshaling the full resources of the federal bureaucracy to help in that endeavor.

On Thursday, acting White House chief of staff Mick Mulvaney waded further into the morass, saying during a rare news conference that he understood Trump to be asking for a quid pro quo with his Ukrainian counterpart — only to attempt to retract those comments in a bellicose statement six hours later.

“We do — we do that all the time with foreign policy,” Mulvaney said when asked about a quid pro quo during the news conference, adding moments later: “And I have news for everybody: Get over it. There’s going to be political influence in foreign policy.”

Contrary to weeks of denials from the president and his defenders, a growing body of evidence makes clear it was Trump himself who repeatedly pushed his own government and a foreign power to intervene in domestic political concerns, enlisting and ensnaring a growing number of administration officials in a way that increasingly made even some members of his own team uncomfortable.

The wave of witnesses reflects the growing peril enveloping Trump amid the burgeoning inquiry, which he and some top aides have tried to block by refusing to abide by congressional subpoenas. Not only are a growing number of officials and longtime employees choosing to come forward with damaging evidence, the narrative they are laying out points to potential violations of law, including prohibitions on accepting
