Police say a couple in northern Florida routinely beat and shocked their two adopted children with what appears to be stun guns.

A Gainesville Police Department report says a medical exam revealed severe scarring, bruising and disfigurement on both children aged 8 and 10 years old.

The two children fled from the couple’s care last week and a concerned resident contacted police.

The children were also malnourished and described being fed only bread and water and occasional scraps.

29-year-old Samuel Hollie and 32-year-old Brandi Hollie were charged with two counts of aggravated child abuse and two counts of child neglect.

Last Friday, The two children were dropped off at their uncle’s house before the Hollies went to work, according to a Gainesville police arrest report.

The children ran away from the uncle’s house to a nearby apartment complex, the report said. They remained for several hours before a concerned resident called law enforcement.

The children told police they didn’t know where their parents were and didn’t want to go home because they had been abused.

The children, in the Hollies’ custody since 2015, told investigators they had been hit, that one of them was “drowned” in a bathtub with water poured over his head and that both had been burned or shocked with what they believed was a Taser, in addition to other abuses.

The children described being fed a bread-and-water diet with occasional scraps form the Hollies’ dinners. Police reported that the children appeared malnourished.

A medical exam revealed severe scarring, bruising and disfigurement to both children’s bodies, the report said.

Authorities contacted the children’s previous foster parents, who said the children did not have any bodily injuries while under their care. Medical exams from 2015, before they were in the Hollies’ care, showed no bruising or other injuries, the report said.

The Hollies told police that they had used corporal punishment, but said scarring on one child was due to his life before they were part of it. They also said other scars on the children — which police described as “distinct circular scars” consistent with marks from a Taser — were from bedbugs.
 
The boy told investigators that him adoptive parents, Samuel Earl Hollie II, 29, and Brandi Rae Hollie, 32, didn’t like him or his sister. He said they would beat him with a belt and tree branches, hit his chest with a closed fist, attempted to drown him by strapping him down using belts or jump ropes, and forced his head into a bath tub or putting a cloth on his face and poured water on him.

During the girl’s interview, she told investigators when Samuel and Brandi ever got mad, she was forced to sleep in the closet and was woken up by their adoptive parents when they used a baseball bat on the door. She also mentioned that their adoptive parents would hit them with the baseball bat or a belt to the point where she vomited and passed out.


The girl also told investigators she was stunned, burned by lighters and matches, and only ate bread and water. She said she would say "no" when asked if she wanted more food, otherwise she would be beat.

The arrest report stated, before the children were adopted in 2015, their medical records showed no injuries or bruising to their bodies. The report also mentioned both children were home-schooled and isolated from others.

According to police, there was a third child in the home. However, that child was not abused. All three have since been taken into the custody of family services.

As adoptive parents they are not allowed by law to use corporal punishment on these children.

What I know in my bones is that these two Neanderthals will say that the children acted out - injured themselves, refused to eat and that they had no support to help them cope with the childrens' behaviors.

They will also downplay the level of corporal punishment they used on the children.
 
Shouldn’t parents, at the very least, have to pass an IQ test showing at least close to average intelligence before being allowed to home school their children.

Personally, I don't believe that foster parents should be allowed to home school children, at all.
Home schooling provides no other outside resources/people for the child(ren) to turn to if the foster situation is bad for the child: no teachers, counselors, or even childhood friends who could relay to their own parents if their fostered friends are suffering at home.
