A Baltimore man and woman who were renting living space in Westminster allegedly assaulted and robbed a man at gunpoint before leaving him tied to a chair in a basement in the unit block of W. Green Street in Westminster.

Andre Lane, 48, and Beth Amanda Sattizahn-Lane, 39, were charged with multiple counts including armed robbery, first-degree assault and false imprisonment. Lane was charged with additional counts associated with possessing of a handgun while prohibited to by previous felony charges. Both were held without bail, according to electronic court records. A bail review for Lane was postponed until May 21, according to electronic court records.

According to the statement of charges, The Westminster Police Department was contacted on April 25 by a Westminster man who said he had been assaulted and robbed. The man spoke to police before being transported to the hospital.

The man said he had a final peace order hearing earlier that day against Lane and Sattizahn-Lane, who were known to him from renting rooms in his home. They did not show at the hearing, but later, after he returned home, they came to the residence and he let them in. The three began arguing, the man said, according to the statement.

Andre Lane then brandished a handgun and directed the man to go into the basement. When the man refused, Lane struck him in the face with the handgun, the man told police. When he got downstairs, Lane ordered him to sit in a chair and began securing him to the chair, according to the statement.

Sattizahn-Lane then said she wanted him dead, he told police. She took his debit card out of his pocket and left to go to an ATM while Lane continued to hold the man at gunpoint. She then returned and struck him in the face until he gave her $600. The pair then left the residence, leaving the man secured to a chair in the basement, the man told police, according to the statement.

After they left, the man was able to free himself from some of the restraints. In order to leave the residence, he had to push a door open past a chair that was placed against the door, he said, according to the statement.

A detective responded to the residence and found a chair at the bottom of the basement stairs surrounded by zip ties, bungee cords and a ratchet strap. The detective also photographed the man’s injuries to his face and to his arms where he said zip ties had been used to secure him to the chair, according to the statement.

Investigators determined that Lane was prohibited from possessing a handgun or ammunition of any kind because he was previously convicted of felonies including robbery, according to the statement.
