Tanya Lynn McCartney, 31, and Jahkeem Tahyyan Metcalf, 19, are facing child endangerment and animal neglect charges after Altoona police were called to assist CYS. According to charges filed, CYS was doing a check on one of three children they said consumed clonazepam earlier that evening.
According to the criminal complaint, police found feces, used dirty diapers and rotting food throughout the home with three children ages 10 years, 5 years, and 8 months. Police noted that in the room with the 8-month-old, there was rotting food in the crib and filthy diapers everywhere.
Police said that as they looked around the home, there was a foul stench and flies in most rooms. Officers noted in the complaint that two pitbull pups in cages appeared to be malnourished with no food or water with feces and urine all over inside.
