Prosecutors announced Thursday they have identified the remains of a 14-year-old girl from Montgomery County who was reported missing back in July.

Grace Packer's dismembered remains were found by two hunters on Oct. 31 along an isolated road in Bear Creek Township, Luzerne County.


Her mother, Sara Packer, has been arrested and charged with obstruction and endangerment, and has been named a person of interest in Grace's death.

Sara Packer reported her adopted daughter missing on July 11 from her home in Abington Township.

Sara said she had sent Grace to her room following an argument over the teen's request to go to a friend's house. She told police she discovered that Grace was gone the next morning, and that she had taken $300 from their home. Police say they requested a recent photo of Grace from her mother so they could investigate. Sara allegedly told police she would drop a photo off at the station, but never did.

Authorities say after numerous unsuccessful attempts to contact Sara Packer through August, on Sept. 7 investigators learned Grace and her younger brother had been withdrawn from Abington School District.

The investigation later revealed Sara had moved to Quakertown without alerting police, and her 12-year-old adopted son had been enrolled in Quakertown School District. However, there was no indication that Grace had been enrolled or that there were plans to enroll her in the district.

"When somebody goes missing, we expect people are going to work with us to try to identify that person, try to identify where she is. That didn't happen," said Montgomery County District Attorney Kevin Steele.

Police also learned Sara Packer had been receiving $712 monthly for care and custody of Grace, and that on Aug. 22, Sara completed a Continuing Disability Review Report related to Grace, never disclosing the girl's disappearance.

Records show between July 1, 2016, and Nov. 10, 2016, while her daughter was reported missing, Sara Packer spent more than $3,600 of disability funding intended for Grace.

Authorities are now hoping the public can help with information about the mother and daughter in the days before the teen disappeared.

"That's why we put the photos out there. Maybe somebody has recognized them - maybe somebody from the schools, somebody from the community that they've been in," Steele said. "You've heard about how this was in Abington and Quakertown - these are two essential areas that we're looking at, and if anybody has information in regard to seeing them together, a last point in time, anything that's going on is going to helpful to this investigation."

Sara Packer remains in custody after failing to post $10,000 bail.

An autopsy determined Grace's death to be a homicide. The cause of death is not being released at this time because of the ongoing investigation.

Grace's body was able to be identified through dental records.

Packer reportedly profited off her daughter's murder. She lied that Grace was still alive so she could collect her social security checks.

Packer cashed in $712 monthly for her care in custody, never disclosing that Grace was not at the home.

Records obtained by WPVI-TV show Packer took $3,600 of Grace's disability funding starting when she was killed.

Weintraub said: 'After they murdered her, they maintained the pretense of Grace being alive so that they could continue to profit off of her existence.'

The attorney also hinted there may have been other alleged accomplices.

Packer was charged with obstruction of justice and was named a person of interest in Grace's murder in December. According to the police report, Packer 'withheld critical information' and gave 'misleading statements.'

She moved from Abington to Quakertown without alerting police with her adopted son. Packer did not make any plans to enroll Grace in school there.

Authorities were also tipped off by Katherine Allbright who was living with the couple at the time of the murder.

Yet she had endured a lifetime of pain and loss, from sex abuse allegations that led her birthparents to lose custody when she was 3, to the indecent assault that sent her adoptive father to prison when she was 10, to the unimaginable rape-murder fantasy that prosecutors say led Sara Packer and boyfriend Jacob Sullivan to kill Grace in July.

They are due in court Friday for a preliminary hearing.

Grace was born Susan Hunsicker on Aug. 14, 2001, to a poor, low-functioning couple living with family in a crowded house in Norristown. Her parents fought to keep their three children, but a Berks County judge terminated their parental rights over reports that other adults were abusing them.

Sara Packer, a Northampton County adoption worker, and her husband, David, took in the two youngest as foster children, then adopted them and renamed the 3-year-old Grace. The Packers would go on to foster 30 children as they hopscotched around northeast Pennsylvania for a decade.

That came to a halt in 2010 when a foster teen told authorities she had seen pictures on David Packer's phone of him having sex with another foster child.

The 18-year-old victim eventually told Allentown police that the sex had been ongoing since she was 15, and that Sara Packer knew of it by the end. Police also determined that 9-year-old Grace had been molested over several years. Sara Packer lost her job as an adoption supervisor, and David Packer, who had worked at a paintball facility, went to prison for five years.

By 2015, Sara Packer was living with Sullivan, a draftsman, and working at a call center.

Grace had been sent to North Carolina to live with a relative in January 2015. Photos posted on a memorial Facebook page show breezy summer memories as Grace holds hands with a friend in the ocean, tries miniature golf and bounces off a diving board.

But the relative's situation changed, and Grace returned to her mother that November.

"They wanted to ship her out, and when that failed, they plotted to kill her," said Bucks County Assistant District Attorney Jennifer Schorn.

Grace was last seen at a Fourth of July picnic last year. Four days later, Sara Packer watched as Sullivan — after taking Viagra — raped her daughter, police said.

They sedated Grace and left her to die, bound and gagged, in their sweltering attic of a new rental in Quakertown, according to a police affidavit. When they found her alive the next day, Sullivan strangled her, police said. Sara Packer reported Grace missing July 11, but failed to drop off a photo to Abington police or give them her new address.

According to the affidavit, the couple left her body in the Quakertown house for several months packed in cat litter.

When police tracked them down that fall, they got to work disposing of the body, the affidavit said. They removed the girl's limbs and dumped the body upstate, where hunters found it on Halloween, authorities said.

As police closed in on them last month, Sara Packer and Sullivan forged a suicide pact, authorities said. They were found unconscious from an apparent drug overdose Dec. 30. Sullivan opened up about the killing at the hospital a week later, police said.

"I'm sorry for what I did," he said when he was led into court on Jan. 8. "It was wrong."

Sara Packer's father and other relatives have declined to comment. She doesn't have a lawyer listed in court records.

Crystal Rodack, a third former foster daughter, spent only a few months in the Packer home. But in January 2010, she said, she looked at David Packer's phone and found photos and videos showing him sexually abusing the other foster daughter. She alerted relatives, who immediately called police.
Rodack said she always felt uncomfortable in the home. And, like the other former foster children, she said Grace took a back seat to her brother.
'They were really mean to Gracie in the home. She was always in trouble,' Rodack said. 'They would hit her, they would ground her and take stuff from her and keep her in her room. I felt bad for her.'
Yet the girl remained upbeat, Tenezaca said.
'Gracie was never in a bad mood. Gracie was always happy and fun, and she always wanted to be with the girls,' she said. 'She was warm. She would open her heart to anyone and everyone. If you gave her the chance, she would be your best friend.'
Poor girl just wanted to love and be loved and taken care of.

Jacob Sullivan’s voice echoed off the walls of a Bucks County courtroom Tuesday as detectives played a recording of him recounting the rape and killing of 14-year-old Grace Packer.

In halting sentences punctuated by heavy breathing on the recording, Sullivan told county detective Timothy Carroll that he punched the teen in the face before raping her because “it was just a weird fantasy thing.”

Sullivan also said he tried to calm the girl down when she was crying and scared after the assault.

“I didn’t want to make it just a terror show for her,” Sullivan said on the recording, which was played during a pretrial hearing in Doylestown. “I wanted to make sure she had some fun.”

Sullivan ended the disputed confession by telling the detective that he was cooperating in the hopes of being placed in protective custody when he went to jail.

After the 30-minute recording was played, the hearing continued, with attorneys asking legal questions and taking notes.

Defense attorneys are seeking to have statements Sullivan made to police and hospital employees suppressed, arguing that Sullivan, who was recovering from a suicide attempt, wasn’t in his right mind when he admitted to numerous crimes.

Sullivan is charged with homicide and other counts along with his girlfriend, Sara Packer, 43. The couple is awaiting trial on charges they raped and killed Grace in July 2016, then hid her body in the attic of their rented Richland Township home for months before dismembering the remains and discarding them in Luzerne County. Hunters found the remains in October 2016.

Grace was Sara Packer’s adopted daughter. Prosecutors say the couple killed her to fulfill a “rape and murder fantasy” they shared.

Carroll testified that Sullivan, 45, welcomed detectives into his hospital room Jan. 7, 2017, and recounted the rape and murder.

“He was somber,” Carroll said. “He seemed to be wanting to get it off his chest at that point.”

Carroll said he was initially summoned to Abington Memorial Hospital because health care workers reported that Sullivan had confessed. One week before, Sullivan and Packer had been rushed to the hospital after swallowing handfuls of pills in what police called a suicide pact.

Sullivan had been previously questioned by police, and had been hauled before a grand jury in the weeks after Grace’s body was found, but each time he asserted his Fifth Amendment right against self-incrimination and refused to answer questions, according to testimony.

Carroll noted that Sullivan did not seem surprised to see the detective arrive at his hospital room door, and willingly agreed to speak without an attorney present. The detective said Sullivan’s account was credible.

“He did in fact describe how Grace Packer was killed and where she was killed. He knew things that I knew or believed to be true,” Carroll said.

On the recording played in court, Sullivan said he and Packer planned the crime for a long time, and that Packer prepared the attic room for the July 7, 2016, assault by bringing a mattress, lamp and other items to the rental home. He also described dismembering the teen’s decomposed remains, saying it was like “wrestling with a 20-size bigger turkey.”

On Monday, hospital employees testified that Sullivan blurted out details of Grace’s killing as they tended to him and wondered aloud why they were blaming Sara Packer since, he said, he was the one who killed Grace.

One nurse testified that Sullivan said he and Sara Packer couldn’t handle Grace, a sexual assault survivor who had previously spent time in a facility for children with emotional problems, but didn’t want to lose custody of her because Packer received monthly government checks for Grace’s care.

A nursing assistant quoted Sullivan as saying, “Gracie was a nightmare,” as he confessed to her killing.

Carroll testified that Sullivan told him that he knew he would eventually be arrested.

“As they’re dumping the body he thought to himself, ‘This is going to end terribly,’” Carroll said.

Sara Packer was not in court Tuesday, and her attorneys have not filed any pretrial motions. Prosecutors on Monday withdrew a motion to try Packer and Sullivan together, signaling there would be two trials unless Packer pleads guilty.

Prosecutors said they will seek the death penalty for Sullivan if he’s convicted, and possibly for Packer.

Judge Diane Gibbons said she will not rule on the motions from the bench, but will issue a decision before Sullivan’s trial in September.

With the death penalty looming for Jacob Sullivan in the rape and murder of 14-year-old Grace Packer, his lawyers intend to show that he was dominated by Grace’s adoptive mother, Sara Packer, whom they contend had a history of sexually abusing children.

In a Bucks County courtroom on Friday, Sullivan’s lawyers said they will present evidence at his upcoming sentencing hearing that Packer “groomed” Sullivan to sexually assault Grace, and that she had abused other children, including having three-way sex with her then-husband and an underage foster child in Allentown at least twice.

They also plan to call a man who claims that during a Facebook chat, Sara Packer offered to find him a virgin to have sex with. Prosecutors say the defense misconstrued the conversation.

Prosecutors tried to keep the defense from presenting evidence against Packer, who also is charged with the murder. What she did before meeting Sullivan isn’t relevant now that he has pleaded guilty to first-degree murder, rape and other charges, they said.


But Judge Diane E. Gibbons sided with the defense, agreeing that they can use the information to make their case that Sullivan should be spared the death penalty because he was under the “substantial domination” of Packer when he committed the crime.

“He met a person who was already engaged in the sexual abuse of children. I don’t see how that’s not relevant,” the judge said.

“She had a dominant personality and he’s an individual who can be easily manipulated,” said Jack Fagan, Sullivan’s attorney. “He’s a follower.”
 
He deserves the death penalty and she does as well.

The state and county really should be investigated for allowing her to keep any child in her home after her husband (not Packer) molested and sexually abused children in her home.

Sullivan met Sara Packer in 2013, while her husband was in jail.

Sara and David Packer had no children of their own but adopted Grace and her younger brother in 2007, when Sara was working as an adoption supervisor with Northampton County’s Children, Youth and Families Division. Over the years, the couple fostered at least 30 children in Allentown. That ended in 2010, when David Packer was charged with sexually abusing Grace when she was about 5 years old, and an older foster daughter. A day after the allegations surfaced, Sara Packer was suspended and then terminated from her job for “misconduct,” though the county declined to provide details. In 2011, David Packer was convicted in the cases.

Sara Packer was not charged then but her name was placed on Childline, a clearinghouse of people involved in abuse cases. She maintained custody of her two adopted children.

Jacob Sullivan, sentenced to death in March 2019 for the rape, murder and dismemberment ofhis then-girlfriend’s 14-year-old daughter, Grace Packer, died of natural causes Thursday, state and Montgomery County officials said Friday.

Sullivan, 47, died of a cardiac aneurysm, a spokesperson for the Montgomery County Coroner’s Office said.

Sullivan, who was incarcerated at SCI Phoenix in Skippack, died at a local hospital, said state corrections spokesperson Maria Finn, who declined to say what he was being treated for.

Sullivan made headlines for the brutality to which he and his then-girlfriend, Sara Packer, subjected Grace, her daughter, in a Quakertown, Bucks County, house in 2016.


Sullivan admitted that he kidnapped, raped, and killed Grace with Sara’s help. After raping the girl, Sullivan choked her to death, he told authorities. The couple stored her body in kitty litter, cut up the remains with a bow saw, and disposed of them in the woods of Luzerne County.

“You have no soul,” Bucks County Judge Diane E. Gibbons told Sullivan when she sentenced him to death. “You are not human.”


Sara Packer pleaded guilty and was sentenced to life in prison without parole.

On the witness stand, she expressed disdain for the child, whom she had adopted with her ex-husband. “Grace had become, for lack of a better word, a nonentity,” she said. "I wanted her to go away.”

In July 2016, the couple drove Grace from a home they rented in Abington to another they rented near Quakertown, where Sullivan raped her after taking Viagra. The couple later drugged Grace, bound her wrists and ankles with zip ties, gagged her, and locked her in a cedar closet, Packer testified.

Finding Grace alive the next day, a “panicked” Sullivan strangled her, according to trial testimony.
