A 21-year-old Providence woman was charged in the death of her 7-day-old son, according to police.

Maj. David Lapatin said Ginalys Velazquez Camara was charged with first-degree murder on Wednesday. He said the baby died from neglect.

Police said the baby was born on or around March 23 in an apartment on Union Avenue. He added that there might have been at least one other person present at the time of the baby's birth.

Lapatin said, “The young woman then took the child to her apartment again neglecting the care of the child and eventually the child passed away.”

Lapatin also said the mother never took the child to the hospital and didn’t name him.

Police found the baby after a neighbor called 911, but police did not say what prompted a neighbor to call authorities. Velazquez Camara was then transported to the hospital for an examination.

Police say they did two welfare checks on Velazquez Camara before the baby was born, including one a few weeks before the baby’s birth.

Lapatin said, “It could've been any different kind of health issue and we can't say whether it was mental health, was it physical because we weren't privy to that once it went to the hospital.”

Police did not disclose why she did not get medical help.

“It’s a sad outcome for everyone,” Lapatin said.

A Rhode Island woman accused of neglecting to care for her newborn son until he died pleaded not guilty to a manslaughter charge.

Ginalys Velazquez Camara, 22, delivered the baby at a Providence apartment with no medical assistance March 23 and didn't take the baby to a hospital, police said. Her brother found the baby unresponsive on March 30 and called 911, according to an affidavit.

Velazquez Camara was originally charged with first-degree murder in April, but a grand jury decided to indict her on the lesser charge.

She was arraigned on the new charge and her bail was set at $50,000.

Her attorney, Jeff Pine, said there were “a lot of issues going on” at the time of the baby's birth.

Jesse Cruz De Los Santos told Providence police he awoke one night in March to the sound of a young woman screaming. When he came out of his bedroom, he saw Ginalys Velazquez-Camara standing in his living room giving birth.

According to an arrest affidavit obtained by NBC 10, Velazquez-Camara told police she gave birth to her son in the basement of 261 Union Avenue on March 23.

Cruz De Los Santos, 47, told police that Velazquez-Camara would sleep over his apartment on occasion. The day the baby was born Cruz De Los Santos police that he offered to call rescue numerous time, but he said Velazquez-Camara told him not to because she believed the state was going to take the baby from her.

Cruz De Los Santos said the baby was born alive, crying and breathing. He called his landlord who lives upstairs for help "cutting the cord," court records state.

According to the arrest affidavit, the landlord and his wife both offered to call rescue, but Cruz De Los Santos told them not to and said Velazquez-Camara didn't want medical help.

Velazquez-Camara told police shortly after she returned to her apartment on Ring Street with the baby, she noticed that her baby "had changed." The arrest affidavit stated Velazquez-Camara told police that the baby “acted differently, the baby was getting cold, and was bleeding.”

One week after the baby boy was born, police found him dead on March 30 inside of Velazquez-Camara's apartment on Ring Street. According to the arrest affidavit, the baby was found "in a state of decomposition."
During the investigation, police learned that Velazquez-Camara was taken to the hospital to be treated for an overdose three times since 2016. One of those visits was on March 1, three weeks before she gave birth.
