SEPTA police officers Kevin Dougherty and Shakeena Watkins were patrolling the Allegheny Station area in Kensington around 4 p.m. Monday.

"They were approached by a passerby who said that they saw pregnant female who was unconscious, possibly overdosed," SEPTA Police LT. Michael Fox said.

The two responded and administered Narcan to the late stage pregnant woman not once, but twice before she finally regained consciousness.

"At that time, the Philadelphia Fire Department came over to the location and she refused their services. She didn't want to go to the hospital. She didn't want any kind of medical treatment. She got up and left the area," Fox said.

It wouldn't be the last time they'd see the woman.

Forty-five minutes later, the two officers spotted her again unconscious, lying on the sidewalk. This time paramedics scooped the victim up and drove her to a local hospital.

At least heroin use doesn't mess a baby up like crack or alcohol. Once they get through withdrawls they tend to be healthy.

- heard Dr Drew (addiction specialist) say this

I wonder if in the baby's later years if being born addicted will increase the propensity to use drugs later in life- somewhat like alcoholism runs in families. Does heroin do the same? Or is it because kids are brought up in a drug environment?

Wow ... give a pregnant lady narcan and then just let her walk away ... that is just fucked. Wrong on every level wrong can sit at.

They can't treat her more than she wants to be treated, she didn't want to go to the hospital so they couldn't take her. The next time they scooped her up while she was still unconscious and not able to refuse and took her to the hospital. There's only so much they can do when someone is conscious and refusing service.

I appreciate everything you said but there is a whole other person here to consider? I think there needs to be a law ... the you're going straight to rehab law, for unborn babies that are in this position. You think this lady is going to stop once this kid gets here, she od's ... in the late stages of pregnancy too ... then she od's again ... this lady doesn't want this baby ... she isn't going to take care of it ... she isn't going to take care of herself. I bet you as her due date gets closer her consumption goes up. Totally going hamster ... but not jumping in front of the bus. Some one need to be appointed to take care of this kid ... this mom is already clearly demonstrating that she can't.

Just because I happen to know the information that I told you up there doesn't mean I agree that she should have been left there to OD again, or that the baby deserved that. I think it was messed up that she could do that over and over, but that's the rules. She's conscious and she can refuse, obviously the EMTs thought she needed to go cause the second time they sent her to the hospital before she could refuse.

Late Monday night, the officers continued to patrol the city's heroin capital. They couldn't comment on camera, but the disturbing reminder of the opioid crisis was still fresh in their minds and that of their superiors.

"It's devastating, absolutely devastating. It's heartbreaking to see this happen. I am a father, I can only think about my own children. Something like this happen, it's a terrible issue," [SEPTA Police LT. Michael] Fox said.

My daughter, who is now a registered Nurse, recently told me why she didn't get into using drugs was because she "didn't want to disappoint me". I was touched, deeply. To many parents either don't love their children enough or they shower them with unearned praises/gifts, both of these are poisonous to the soul of a child. Many eventually turn to drugs to fill the void left my the emptiness of love or of pride.
