On September 27, 2019 at approximately 9:15 a.m., Miller County Deputies responded to an address in rural Miller County in reference to infants needing immediate medical attention. Deputies, first responders and EMS personnel arrived on scene to find a male and female toddler in serious condition. The male toddler was airlifted to a Little Rock hospital for emergency medical treatment, and the twin female toddler was pronounced deceased at the scene by the Miller County Coroner.

The Miller County Sheriff’s Office immediately notified the Arkansas Department of Human Services and initiated a criminal investigation into the incident.
As a result of the months long investigation involving DHS, the Arkansas State Medical Examiner’s Office and health care providers, arrest warrants were issued for the biological parents, 19-year-old Dustin Harley and 24-year-old Crystal Morrow for Manslaughter.

Both Harley and Morrow are currently being held without bond pending their arraignment.

Why do people like this get a gaggle of children? If the first set of kids is too much, then get sterilized. They had too many kids to properly care for. Nothing wrong with having fewer or no children at all. People get into this deal and don't realize what they have signed up for. Why do you think we have many stories of child abuse/child death on here. If you can't even keep a fucking house plant alive, why do you insist on reproducing?

Probably suffered damage to their eyes from being premature.

A Fouke, Arkansas, couple are facing second-degree murder and child endangerment charges in the alleged neglect last year of their 7-month-old twins.

Crystal Morrow, 24, and Dustin Harley, 19, were charged with manslaughter at the time of their arrests in February in the Sept. 27 death of their daughter, 7-month-old Kimberly, and with endangering the welfare of a minor involving Kimberly's twin brother. Miller County prosecutors recently upped the charges in Kimberly's death to second-degree murder while formally charging the couple with child endangerment for the alleged neglect of their son.
The boy and three older children living in the home at the time of Kimberly's death are in foster care, according to a probable cause affidavit. Kimberly allegedly died of severe neglect and her brother's dire condition was attributed to the same.

When deputies responded to the house Sept. 27 they found Kimberly not breathing and her twin in acute distress. Randy McAdams, a first responder and Texarkana, Arkansas, police officer, was able to revive Kimberly briefly but she died before a LifeNet helicopter arrived.
Investigators noted that the day crib the babies shared was placed in a room with piles of laundry. As investigators photographed the children's bed, roaches allegedly crawled on the walls and in the crib.

Miller County Coroner Dakota Bloyd allegedly noted dried secretions around Kimberly's eyes, nose, mouth and ears; she was wearing a heavily soiled diaper; and she had dirty fingernails. An autopsy allegedly found Kimberly's body ranked in less than the fifth percentile for her age and gender, that her eyes were sunken, her fontanel was depressed, her muscles were wasting and her ribs were protruding.

According to the affidavit, a doctor at Arkansas Children's Hospital told investigators, "Any caregiver in the home with (the infant boy) and his twin would be expected to recognize the child was scientifically sick and in need of immediate care."

Bail for both Morrow and Harley has been set at $50,000. They are currently being held in the Miller County jail.

shaking my head for more than one reasons here. The girls look like they might be around 3 or so so dad would have been what? 16 tops when they were born to her 21 years old self, wow . how first of can a boy that young take care of triples never mind just one even? 5 kids at 19 blows my mind . Why oh why have more kids that you can't afford or look after, even and much worse, why keep them when all you did was neglect them. So many couples would give anything they have and more to have had those babies to raise as their own. I can't imagine how heartbreaking it would be to love a child so much that you have to give it up because you can't give it what it deserves but what they did was so much worse not only for that little baby girl but for all her sibs also. I hope that those kids will only know love and caring from now on. Last but not lease, what makes a grown woman or 20/21 go for an 15/16 year old boy? if you want a younger man women at lease wait till they are adults.
 
A father pleaded guilty this week to manslaughter and child endangerment in Miller County.

Dustin Lee Harley, 21, was sentenced to 10 years in prison for manslaughter and six years for child endangerment involving twins who were seven months old in September 2019.
The children's mother, Crystal May Morrow, 26, pleaded guilty in September and received the same sentences.
The prison terms for both defendants will run concurrently.

The cases stem from the Sept. 27, 2019, death of their daughter, 7-month-old Kimberly, and with endangering the welfare of Kimberly's twin brother. The boy and three older children living in the home at the time of Kimberly's death were removed from their parents' care, according to a probable cause affidavit. Morrow claimed she'd given both infants bottles at 5 a.m. that morning and the evening before, but medical professionals noted signs of severe dehydration and malnutrition. The infants' grandfather had come to the house shortly before the emergency call for help was made.

Miller County Coroner Dakota Bloyd noted dried secretions around Kimberly's eyes, nose, mouth and ears; she was wearing a heavily soiled diaper; and she had dirty fingernails.
