"The Jefferson County sheriff’s office said authorities arrested 57-year-old Norris Howard of Pine Bluff following an investigation into the alleged assaults.

Authorities charged him with kidnapping, rape and attempted murder.

The sheriff’s office said it’s been investigating the case since late last month. Details about the alleged kidnapping and attack weren’t immediately available."

Pine Bluff District Judge John Kearney set the bond after ruling prosecutors have probable cause to charge 57-year-old Norris Howard with kidnapping, rape and criminal attempt capital murder.
He has multiple prior convictions dating back to 1983, and told Jefferson County sheriff’s investigators he had dealt with “lots of white females” but was not with the alleged victim on May 30 and denied knowing her.

The 24-year-old victim was found on May 30 near Hwy. 31 with multiple stab wounds to her neck and shoulders, according to the probable cause affidavit from Sheriff’s Investigator Camesha Marks.

She told deputies she left the Salvation Army and was walking to a donut shop when she was offered a ride by a man who said he wanted her to meet his wife.

Instead, the woman said the man had taken her to a recreational vehicle parked next to a trailer, tied her hands, covered her eyes with duct tape, and raped her.

Afterward, she said the man drove her to a church, cut her with a knife, and then she was able to walk to the location where she was found.

About a mile east of Hwy. 31, investigators found multiple trails of a reddish-brown substance believed to be blood on the ground and walls of St. Mary’s Catholic Church, located on St. Mary’s Catholic Church Road.

Marks and Sheriff’s Investigator Lt. John Bean drove the victim around on June 6 to see if she could locate the recreational vehicle.

When they found a trailer park on U.S. 65 south, she identified the vehicle, which was attached to a trailer with the space rented to Howard.

Investigators checked with the Pine Bluff Police Department and determined that Howard is listed as a Level 4 sex offender and listed his address as the trailer park, reports Marks.

The alleged victim also identified Howard as her attacker after selecting him from a six-person lineup.
