My "quote button" is no longer working

no problems for me. When the "gear" icon on the far right is greyed out, the other keys will work. If the gear key is "on" all others are greyed out. When using my phone, the difference in shading on the toolbar is harder to distinguish. It's easy to see on my laptop. Perhaps you experience something similar. @Turd Fergusen
 
No all the other buttons on the "insert" do what they are supposed to do except the top one. I could just type out the code, but was wondering if anyone else was having issues.
