"Gregory Sumter, 57, is being held without bond after an incident that police said started with road rage. Prosecutors claim Sumter is too dangerous to let out into the community, and a district court judge agreed.
Police said Sumter's truck was blocking the access road in the parking lot of the Walmart in Catonsville around 7:20 p.m. Tuesday.
The victim, who was in a car with her children, said she honked her horn and drove around Sumter's truck. Police said Sumter followed the woman and, after she parked, he boxed her in, made threats and said he was a police officer.
According to court records, Sumter is an unemployed bachelor who lives in a rental in Lochearn with a cousin.
Police said Sumter is dangerous because he didn't just pretend to be a police officer, he had assembled a costume with props including a loaded handgun, a can of pepper spray, a bogus, clip-on body camera and a "Special Police State of Maryland" badge on a lanyard, according to court documents.
Sumter allegedly showed the badge while threatening to kill the woman and her children, according to court documents.
"It's certainly very serious, and I think Judge (Lisa Ann) Phelps understood that when she said, 'It doesn't get more serious than a loaded handgun (aimed) at a mother and her children,' so we think that's why she held him without bail," prosecutor Kathleen Brannan said.
At a hearing Friday, through his gestures and expressions and through his attorney, Sumter vehemently denied most of the allegations. The judge said there was enough reason to deny him bail."
