An Illinois man is accused of drugging and sexually assaulting a 2-year-old girl, and a woman is accused of leaving the girl with the man despite knowing what he did to her.

The Madison County State’s Attorney said 40-year-old Matthew S. Miller is facing multiple charges of sexual assault and aggravated battery; Lacey Take, 31, is charged with permitting the sexual abuse of a child and child endangerment.

Charging documents said the girl was sexually assaulted once June 10 and again June 23. During the second assault, Miller reportedly drugged the toddler with cocaine and bit her foot, leg and hand, WJXX reported.

According to WJXX, Take’s charges stem from not seeking medical attention for the girl and then from allowing her to be with Miller again despite knowing he had assaulted her.

A doctor accused of sexually assaulting a 2-year-old girl after giving her cocaine wants the court to lower his $1 million bail.
Dr. Matthew S. Miller, 40, is accused of predatory sexual assault of a child and aggravated battery. His attorney, John Stobbs, is asking a judge to reduce his bail to $100,000, which would allow Miller to post $10,000 cash and be released.

He is currently held in the Madison County Jail, which prevents him from earning money, according to a motion filed by Stobbs.


In late June, Miller was arrested and charged after hospital personnel reported an injury to the child’s mouth. Authorities also arrested and charged Lacey N. Take, 31. She is accused of permitting sexual abuse of a child.

She allegedly knew of the abuse but permitted it. She is also accused of allowing Miller access to the child on June 10 and June 23. Her bail was set at $500,000, but later reduced to $50,000; she has posted bond for release.

In a court document, Stobbs stated Miller’s bail should be reduced by the same 90 percent as Take’s was. He said Miller earned about $6,000 a month at the Padda Institute in St. Louis. Miller was born and raised in Madison County and has family here, the document states, adding that Miller is willing to wear an ankle bracelet.

“Dr. Miller has fallen on rather hard times,” the document states. “His ability to earn a living was initially compromised by his various driving under the influence convictions. Being charged in this case has obviously damaged his ability for future employment in the future.”

The document states there is a real likelihood that Miller could find gainful employment if released on bond.

The request for a lower bond is pending a judge’s decision.


Miller is charged with three counts of the Class X felony of predatory criminal sexual assault of a child, three counts of the Class 3 felony of aggravated battery and one count of Class X felony of aggravated battery. He allegedly performed acts of sexual penetration on the toddler and injured the child’s mouth.

Miller is also charged with three counts of aggravated battery. Those counts allege he bit the child on the foot, the leg and the hand on June 23.
