Two women are recovering from multiple surgeries after being attacked by dogs in Northern California's Butte County Thursday.

Gary Parsons told KTXL he was in his own front yard when he had to run from a threat that had chased him before – nine loose dogs from his next door neighbor's property were coming after him.

He had no idea that, as he slammed the door on the clawing threat, his neighbor across the street would soon become their next target.

"Her whole backside, her butt, her legs, her back. They almost got her main artery in her neck," Parsons said.

That woman was Sarah Davi. Her husband Tony said his wife had no idea one woman had already been mauled and was on her way to the hospital when she came out to see about the dogs on the loose. His wife ended up mauled and pinned down with the dogs biting her back.

Four other dogs, described by neighbors as black Labrador retriever-pit bull mixes, were quarantined at the home of their owner, 64-year-old Peter Ricca. They did not get out during the attack.

The nine others that did were running loose before the attacks were later taken into county custody.

At the time, Ricca was in court answering to 13 infractions and misdemeanors from the last three years, all dealing with his dogs from biting incidents to lacking rabies shots and registration problems.

The officers with Ricca raced back to his neighborhood along with him as they all learned of the mauling.

A woman who was reportedly supposed to be watching the dogs while Ricca was at his hearing somehow let them out and became their first victim. She sustained major injuries and required surgery.

Ricca could not be reached for comment. The communications manager for Butte County Public Health, which oversees animal control, said Ricca was not under arrest Thursday night and their office would not be commenting further until their investigation is complete.

He needs to be sued and have his assets seized.

He may own nothing worth a dime.
Besides, if he owns his home, he can homestead it and it's off limits from being taken. The victims can put a lein and wait for him to die. If he has a mortgage, the victims are in line after any mortgages. If he has any disabled children, they are in line in front of the victims. The disabled child must live in the home as their residence. It's protected from seizure. So the victims can with in line.
And they should. Because someday they may get a payout.

But really, he needs to be jailed.
He has had total disregard for the laws of dog ownership. Morally and legally.

Sweet Jebus, 9 on the loose, and another 4 quarantined. In my county you can only own 3, though tiny dogs within reason seem to get an unofficial pass. You have to be a skilled trainer and handler to manage that many dogs, and these aren't remotely socialized.

Regarding dog packs, I would never want to see that many, but I'm experienced in dealing with twos and threes, and reading their body language. It's all about the alpha dog, so some are just goofy buddies galumphing down the street. Then there's the psycho alpha and you can see it in their eyes. That silent one that seems to wander away is going to flank you and come up from behind while your attention is focused on the barking, snarling dog(s) in front of you.
 
How are there no laws or ordinances dictating how many animals someone can keep or how to maintain them?

So, here we are again with one asshole able to cause conditions for terror in his community for three fucking years and nothing has been done except talk and paperwork. Meanwhile, the actual threats, the dogs, have not been neutralized. Maybe NOW they'll at least seize the ones responsible for this attack.
