ROCKFORD - A three hour standoff between Rockford Police and a man barricaded in an apartment building ends in an arrest.
Police Chief Chet Epperson says 32-year old Kevin Bailey from Romeoville walked into the Olesen Plaza Apartments lobby on Church Street shortly before 1:30 Saturday afternoon, waving around a fire extinguisher and a baseball bat. after police arrived, the situation quickly escalated.
Epperson tells 13 News, "The subject then went looking for a place to break into some apartments, and finally got into one of the fourth floor rooms that he had no business being into, holding someone there against her will for some time. "
Police removed that elderly female resident from the apartment, but Bailey barricaded himself inside. That's when residents were evacuated, and saw Bailey throwing furniture from the window.
Olesen Plaza resident Calvin Williams says, "I've seen dressers, water coming out the window, everything."
Police called in the fire department as well as the S.W.A.T. team and crisis negotiators. Epperson says, "We had an opportunity to get inside the apartment during the negotiation and took him into custody, he was tased by a member of the S.W.A.T. team."
Now Bailey faces charges of aggravated assault to a police officer, unlawful restraint for holding a person against their will, home invasion, and felony criminal damage to property.
