An Orangeburg man with a history of rape charges was arrested on Friday and charged in connection with last week’s alleged rape of an Orangeburg woman.

Jessie Frederick of 246 Fair Street was arrested and charged with second-degree criminal sexual conduct.

"We got a break in the case earlier today," said Orangeburg Department of Public Safety Capt. Mike Adams. "An arrest warrant was obtained around 3 o’clock and we had him in custody around 4:15 p.m."

Adams said the 43-year-old Frederick was taken into custody at a Russell Street location without incident. Frederick is charged in connection with the alleged April 17 rape of an Orangeburg woman behind an Amelia Street residence.

On that date at about 2 a.m., a woman called 911 saying a man forced her to have sex with him.

According to an ODPS incident report, the woman told authorities the man took her behind a house and started choking her.

When police arrived, the victim showed officers where she said the attack occurred. Investigators noted the ground appeared to be in disarray. A sweater lay nearby, which the woman said was hers.

A considerable amount of physical evidence was recovered at the scene, including biological evidence, that Adams said should enable police to connect a suspect to the crime scene.

The victim told officers the man said his name was "James."

According to Orangeburg County records, Friday’s charge is Frederick’s fourth criminal sexual conduct charge. He has been convicted twice.

An Orangeburg man with a history of rape charges will spend the next eight years behind bars after he pleaded guilty to an April 2008 sexual assault.

Jessie Frederick, 44, was arrested eight days after the assault that happened behind an Amelia Street residence in Orangeburg.

At about 2 a.m. April 17, 2008, a woman called 911 saying a man forced her to have sex with him. The victim told authorities the man took her behind a house and started choking her.

When police arrived, the woman led the officers behind the home and showed them where she was attacked. Investigators noted the ground appeared to be disturbed. A sweater lay nearby, which the woman said was hers.

Crime scene investigators were able to recover what was described as a considerable amount of physical evidence, including biological evidence, that contributed to the case against Frederick.

Frederick’s list of sexual misconduct charges, according to county records, date back to 1986 when he was offered a plea deal that reduced his charge from first-degree to second-degree criminal sexual conduct.

On Sept. 13 of that year, Frederick and a female relative were walking to a store when he pushed the woman to the ground. He then struck her in the face and threatened her with a hunting knife before forcing himself on her.


He was sentenced to 15 years, suspended to three years in prison and three years of probation.

In a 1986 T&D article, another relative at the man’s plea hearing, “told the judge that Frederick ‘needs help.’ She feared that without help, he might hurt someone else.”
In 1991, Frederick was convicted of first-degree criminal sexual conduct and sentenced to 20 years. He was also ordered to register on the sex offender’s list with the State Law Enforcement Division.

The Fair Street man spent 90 days in jail in 2005 after failing to register.
