Bellmead police arrested a 23-year-old woman Monday who they say hit a 5-year-old boy with pepper spray as she fought another woman who was seated in a car.
Jessica Essie Outley, of Waco, was arrested Monday on a warrant issued in September after an incident this summer, police said. Police were called to Providence Health Center on July 8, according to an arrest affidavit. Police reported a 5-year-old boy went to the hospital with injuries after being pepper-sprayed during the fight between Outley and a 22-year-old woman.
According to the affidavit, Outley pepper-sprayed the other woman in the face, then started hitting her after the woman repeatedly refused to get out and fight Outlely.
"The defendant was pulled off the victim by a witness," the affidavit states.
Police later spoke with the witness, who said he was in the back seat of the woman's car with his 5-year-old son and had to restrain Outley, according to the affidavit.
"The witness stated that the child told him that he had pepper spray on him and in his mouth," the affidavit states.
Bellmead police Sgt. Kory Martin said Outley also suffered injuries during the incident, but she told police she had blacked out during the incident and was unsure how she was hurt.
Police continued the investigation and arrested Outley on Monday on a state jail felony charge of endangering the welfare of a child and a Class A misdemeanor charge of assault.
