Houston cop forces family to leave blind Chihuahua at roadside to die in traffic stop

The mayor of Houston has apologized to a family whose nearly blind dog was killed in traffic after a police officer forced them to leave it on the side of the road.

Josie Garcia told KTRK that the family pet Chihuahua, named Guero, was along for the trip when her husband gave a friend a ride on July 13. The men were stopped by a Houston police officer for failing to use a turn signal, and a search of the vehicle turned up prescription medication, which Garcia said belonged to the passenger.

The officer took both men into custody. And when the tow truck arrived, the dog was placed on the side of the road.

“My husband pleaded with the officer to let him call someone to come get Guero, and asked him to call Barc [animal shelter], but he said it wasn’t his problem, that the dog would be fine,” Garcia recalled.

Charges against Garcia’s husband were later dropped, but the family still could not find their dog.

Garcia placed “lost” signs around the area where Guero was last seen, and three days later, she was notified that she could find the dog lying dead on Eastex Freeway. The 14-year-old pet, which was almost completely blind from cataracts, had been hit by a car.

After filing a complaint with the HPD Internal Affairs, and voicing her concerns before the City Council, Garcia got an apology from the mayor.

“Let me give you a public apology right now on behalf of the city of Houston,” Mayor Annise Parker said. “I don’t know what airhead — there’s another word in my mind but I’m not going to say it — would throw, you wouldn’t put a kid on the side of the road. You shouldn’t put someone’s pet on the side of the road.”

The Houston Police Department also expressed its condolences, but could not comment on the case because of an ongoing internal investigation.

On Tuesday, Craig Malisow of the HoustonPress demanded to know why it would take longer than two weeks to provide Garcia with answers.

“Internal affairs investigations triggered by complaints could take up to 6 months, if not longer, according to an HPD spokesperson,” Malisow wrote. “We can understand why a complex case with multiple witnesses with conflicting stories might be a real quagmire of a case, but, really, to say it could take 180 days to determine whether an “airhead” (to quote Mayor Parker during the public input session) left a freaking dog on the side of the road is a bit of a stretch.”

“We don’t understand why a complaint as odd as this is allowed to remain unresolved for more than 72 hours,” he added. “Either Garcia is withholding part of the story, or just fabricating it outright, or this police officer acted irresponsibly. Call us selfish, but we think the public — if not Garcia and her husband — deserves a timely answer.”

I would sue! For towing fees and a proper burial for dog equipped with a headstone. 14 yrs is a long time, . thats like one of their children. Hope Guero went to doggy heaven, or whatever. But too cruel, to leave a tiny dog alone on the side of road. sad.
 
I want that motherfucking cop dead. Anyone who could do that shouldn't be walking among us and certainly shouldn't be working with the public in any way. Department regulations should be that no one is left on the side of the road....human or otherwise.
 
This is more outrageous than the stories of officers shooting dogs and claiming the dog was aggressive.

Not only was this cruel to the family and their beloved pet of 14 years, Leaving the dog on the side of the road also put motorists in danger. A driver could have swerved to avoid hitting the dog and caused a fatal accident.

This officer should be charged with animal abandonment (felony on most states) and fired from his job.
He should also be sued in a civil suit along with the department he worked for.

Many times in my career I have been called to pick up a dog from a traffic stop situation where the owner was being arrested, sent to the hospital or in some cases has died. NEVER was an animal just left on the side of the road.

'all get the idea of what it is looking like around here :(

But the mayor is far to busy fighting with the Fire Fighters over their pension. So my Husband, a Houston Fire Fighter, puts up with the mayor Parker's crap at work, then comes home and cleans up the mess she won't give two shits about on his time off. We are fostering a dog rescued from Houston right now: PANDA - Available For Adoption.

ISN'T SHE!?!?! God, she is SILLY! So funny! We have had her since last winter and she is doing great. She has finally got the hang of doors and knows to get out of the way of them before she gets banged in the head and all that stuff you never think of them needing to learn when they have never been inside before. The funniest thing was how much she LOVED being in somewhere HEATED! She did NOT wanna go out in the cold to potty once she found out what it was like to be warm and have a nice fuzzy blanket. So she would hook her paws on both sides on the door jam, on the inside, and would NOT be pulled outside to potty for NOTHING! And she thinks if she can't see you, you can't see her. So any time my Hubby tries to teacher her commands, she just turns her head to the side to side like she is saying "La, la, la! I can't hear you!" Then there the whole freak out she does at dinner every night. She runs around all happy, jumping up and down and it's like her whole body is shouting "ZOMG! DINNER! YOU GUYS ROCK! Y'ALL ARE FEEDING ME! FEEDING ME AGAIN! I LOVE YOU GUYS!" Can't wait for her to get a home! I know that sounds funny since she has been the easiest foster so far, but she is just so READY to have her own family <3

Has it gotten dangerous yet? I mean, as is have there been feral dog atttacks on humans?

I remember a problem in KC when I was a kid. It took.a few attacks to fnally get the problem cleaned up. But back then the solution wasn't pretty, there were few no kill shelters.
 
Nevermind, I just answered my own question. I right away found 2 serious attacks in the last year.
 
Why did they submit to the search? Never submit to a search of anything.

I know that doesn't change what happened, but I can't help thinking about how the dog ended up being alone.

That fucking cop should be fired. Charged with cruelty to animals.

Yup. And as I've posted before, the worse part is this is just a symptom of two much scarier problems:
  1. Organized crime. Dog fighting is big business and people should worried about who is dumping (And fighting) these dogs.
  2. Animal cruelty and child abuse goes hand in hand. For every abused dog wondering on the street, there is possibly (at least) one unseen abused child behind it: http://www.vachss.com/guest_dispatches/ascione_1.html
So just rounding up the strays and putting them down is like being an accomplice organized crime and domestic abuse to me...

But the city keeps looking the other way. Even with dog packs running on the highways:

Houston TranStar cameras captured the pack heading westbound along the shoulder of the freeway s eastbound lanes at Taylor.
Two motorcycle cops followed close behind just before 9 a.m.
Some witnesses told KHOU 11 News the dogs had been playing along the freeway for more than an hour before police came along.​

I have a blind cat, she can do just fine but when she is in a different environment where she is scared she completely relies on the sound of my voice or she has no idea where to go next, this poor dog and poor family.
