A year ago the city seized 19 dogs from Ms. Brooks, and she was slammed with a gazillion animal abuse and violation charges. In November a judge dropped 94 of those charges. In March she bought back 4 dogs from animal sevices for $800, but she does not know where the other 15 dogs are.
All this time she's been concerned about her sickly dogs and that they aren't receiving proper care at MAS. So, she's suing for what she calls the "illegal" seizure.
