"Garrett Payne was arraigned Tuesday, a day after a SWAT standoff on Whispering Brook Drive.
Hours prior to that, police said a man ran up to an LG&E worker in the area and told them he had been kidnapped.
The alleged victim claimed a group of people had pistol whipped, tortured and threatened him, police said.
An arrest slip goes into more detail, with the victim saying he was zip-tied around his neck, pliers were used on his toes and an angle grinder was used on his legs.
Detectives said they recovered tools from the home later that were consistent with the victim's statement.
He was then allegedly told he would be driven 100 miles away to be killed.
