McGinnis lost his gun rights in 2015 for two years after a domestic incident with his girlfriend lead to a protective order. That didn't deter him from trying to purchase semi-automatic rifle component, but he was turned down after a background check. The ATF then reminded him he wasn't allowed to have a gun until 2017.
McGinnis was somehow able to get a barrel, grip, stock, and upper receiver and then used a 3D printer to make the lower receiver. He then assembled the parts into a short-barrel AR-15 style rifle. Being the idiot that he is, he decided to practice with it in a wooded area next to a major roadway and curious officers went to investigate sounds of gun fire. Upon being discovered, McGinnis told officers he was with the CIA. When they searched his backpack officers found the loaded, partially 3D printed gun, along with a list labeled “9/11/2001 list of American Terrorists.”
