An Amber Alert was issued in Wisconsin early Tuesday for a 2-year-old girl missing from Milwaukee.

The Milwaukee Police Department said Dariaz L. Higgins, 33, did not return Noelani Robinson to her mother as planned by 1:30 p.m. Monday afternoon, according to the alert.

Higgins, also known as Dariaz Taylor and Dariaz Lewis, is believed to have Noelani and is considered armed and dangerous, the alert says.

Authorities said he was last seen driving a 2014 black Cadillac with a Florida license plate reading HVCZ95.

Higgins is also a suspect in a fatal shooting of Sierra Robinson, 24.

Father arrested, girl still missing in Las Vegas woman’s death

"An Amber Alert is still in effect for a missing 2-year-old girl after her father was arrested in the killing of her mother, a 24-year-old Las Vegas woman, who was gunned down Monday in Milwaukee, officials said.

Milwaukee police arrested suspect Dariaz L. Higgins, 34, on Wednesday afternoon in connection with a double shooting that claimed the life of Sierra Robinson, according to a tweet from Milwaukee police. Higgins is also suspected of abducting his and Robinson’s daughter, Noelani Robinson, who appeared to remain missing Wednesday night."

Milwaukee police chief Alfonso Morales has called a news conference for 10 a.m. to discuss new developments in the search for 2-year-old Noelani Robinson.

The announcement comes after two family members and a family spokesperson confirmed to WISN 12 News Robinson was found dead in Minnesota.

"The suspect is a cold-blooded killer," Police Chief Alfonso Morales said of Dariaz Higgins.

Morales said Higgins had given police false information about the girl's whereabouts.

"The search to find Noelani has become a game to him," Morales said.
 
A child’s body found wrapped in a blanket along a Minnesota highway is believed to be that of a missing 2-year-old girl whose mom police have said was fatally shot by her former pimp, authorities announced Saturday.

The discovery of the child’s body came hours after officials had put out a plea asking “the entire nation” to help find Noelani Robinson, whose father, Dariaz Higgins, is charged with killing her mom in Milwaukee on Monday. Police had said the child could be anywhere because her parents had traveled through numerous states.

An off-duty public works employee found the body that’s believed to be Noelani’s while driving home Friday night.

How and when the child died is not yet known. An autopsy has not been conducted yet, but authorities believe the death did not occur in the last 24 hours and that the girl “had been there for quite some time,” Morales said. He would not comment on the condition of the body, and said he hoped to get autopsy results by Monday.

Asked whether authorities believe Higgins was responsible for the child’s death, Morales told reporters, “That’s where the criminal investigation is shooting for. It’s just too early to tell.”


Authorities have not disclosed a motive in the death of the girl’s mom, 24-year-old Sierra Robinson. Police say Higgins was Robinson’s pimp and they had been romantically involved but were no longer together. Robinson had left Noelani with Higgins when she moved to Las Vegas last month but wanted her back, authorities said.

Higgins, 34, is accused of fatally shooting Robinson and wounding one of her friends. Police arrested him Wednesday and prosecutors have charged him with first-degree intentional homicide. Online court records do not list an attorney who could comment on his behalf.

The friend told police that Higgins had been living in Miami when he agreed to meet Robinson in Milwaukee to return Noelani to her. However, charging documents list a Milwaukee address for Higgins.

According to those documents, Higgins, Robinson, and her friend spent time driving around together in Milwaukee doing drugs Monday, before Higgins took them to an apartment building where he told them Noelani was. Authorities have not said whether they believe Noelani was there at the time. Prosecutors said Higgins shot Robinson and her friend when they got out of the car.

Two-year-old Noelani Robinson, who has been missing since her mother was fatally shot, appears to have been found dead of blunt force trauma to the head in Minnesota, authorities said Saturday.

Milwaukee Police Chief Alfonso Morales said at a news conference Saturday that the body of a child believed to be Noelani was found wrapped in a blanket on a roadside outside of Blooming Prairie in rural Steele County, Minnesota, around 7 p.m. Friday.

Minnesota authorities have tentatively identified the child as Noelani. A medical examiner there determined Saturday that the preliminary cause and manner of death was homicide due to blunt force trauma to the head.

Agents from the Minnesota Department of Public Safety Bureau of Criminal Apprehension and crime scene personnel executed a search warrant at a hotel in Austin, Minn., where it is believed that the suspect in the case, Dariaz L. Higgins, stayed at one point during the past week.

Higgins is the "textbook definition" of the kind of individuals law enforcement is confronting when battling human trafficking.

A criminal complaint issued Tuesday charging Higgins with killing Noelani's mother revealed that Sierra Robinson had come to Milwaukee from Las Vegas to retrieve the child from Higgins, who had been staying in Miami.

According to the complaint charging Higgins with first-degree intentional homicide and first-degree recklessly endangering safety:

The woman who was wounded in the shooting told police that Higgins is her and Robinson's former pimp and the father of Noelani.

She said Robinson and Higgins stayed together after Robinson became pregnant but that Robinson broke off the relationship in February and moved to Las Vegas, leaving Noelani with Higgins.

The woman said Higgins was living in Miami when he agreed to meet Robinson in Milwaukee to return the child to her, and the two women met Higgins on Monday at North 22nd Street and West Fond du Lac Avenue.

The child was not with Higgins, and while driving around the three talked about old times and smoked marijuana.

Higgins gave the women an ecstasy pill, which they split, and he and Robinson agreed that they should get back together, according to the woman, who said she noticed a small, assault-style firearm in the SUV they were riding in.

Higgins eventually drove to an apartment building where he said Noelani was.

But when the three got out of the SUV, Higgins shot the women multiple times, according to the complaint, which does not indicate from where Noelani was abducted.

A woman prosecutors said traveled with the man accused of killing the mother of his child in Milwaukee is charged with harboring and aiding a felon. The criminal complaint filed against Deloise Lipsey appears to indicate Noelani Robinson died before Sierra Robinson. We also learned Thursday, March 21 Higgins told police he "was going to shoot and kill" a Michigan officer with the weapon used to kill Sierra Robinson during an encounter outside a hotel while Higgins was on the run -- and we received video of that encounter.

A criminal complaint said Deloise Lipsey, 31, was with Dariaz Higgins, 34, for several days before and after Sierra Robinson, 24, was fatally shot and another woman was wounded March 11 near 91st and Mill.

The complaint said Lipsey knew about the homicide, but did not contact police.

Charges were filed Thursday, March 5 against Dariaz Higgins, 35, in connection with the death of Noelani Robinson — nearly a year after Noelani’s mother was murdered and an Amber Alert was issued for the girl.

Higgins faces one count of second-degree murder without intent, with a maximum sentence of 40 years.

Prosecutors laid out the following details in a criminal complaint against Higgins:

On March 15, 2019, a passerby discovered the body of a child wrapped in a blanket in the east ditch north of the intersection of Highway 218 and Highway 30 in Steele County, Minnesota. The body was later identified as a 2-year-old female, listed in the complaint as Victim A.

An investigation revealed that Victim A had been at the Rodeway Inn Motel in the City of Austin, in Mower County, Minnesota with her father, Dariaz Higgins, from approximately Feb. 6, 2019, until about March 10, 2019, when Victim A’s body was removed from the motel and then left in the ditch in Steele County.
