David Hubert Decker, 78, was charged with exploitation of a disabled individual, according to the Wichita Falls Times Record News.

One of Decker's daughters was spotted wandering through Burkburnett about 11 a.m. Jan. 31, a day when temperatures dropped into the low 30s.

The woman had matted hair, a pungent odor and a "layer of crust all over her body," the newspaper said, citing an arrest warrant affidavit. She was also thin and had very long fingernails and toenails.

Police contacted Adult Protective Services because the woman was disabled and could not care for herself. It's unclear what disability she suffers from.

Officers eventually tracked down the twin sister and Decker, who admitted knowing that his other daughter had wandered off but hadn't attempted to find her and didn't report her as missing.

Her sister was also unkempt and malnourished and had difficulty walking because her toes were infected because the nails had gotten so long they grew together, the Times Record News reported. She was taken to the hospital to be treated for dehydration and malnutrition.

Decker was collecting over $1,500 a month in Social Security benefits for the women but admitted neglecting their hygiene, the newspaper said, citing his arrest warrant.
