A welfare check on two children at an Antioch home leads to the parents arrests.

Metro Nashville police arrested Aviles Bernado,31, and Penny Pinegar, 39, after finding their two children, 6 years old or less, in deplorable conditions. Police observed flies around the dishes, dead cockroaches in the refrigerator, and feces and urine overflowing from the toilet, according to the affidavit.

The water had been shut off to the residence and there was only one working light. According to the affidavit, Bernado told police he was unable to pay the water bill and that he took the children to shower on the weekend.

The children, who reportedly had visibly rotting teeth, told police that they hadn’t had breakfast and ate cupcakes for lunch that day. There was reportedly no food in the refrigerator.

The kid's bunk bed was broken and mattresses soiled. They said they slept with their mom.

The children were also found to not be enrolled in school.

The Department of Children Services said the mother has open cases with them. DCS placed the two children with their Aunt.
