A man who was convicted of carrying out one of the city’s most heinous crimes just two months after he was released early from prison in 1979 was denied parole.

The Ohio Parole Board confirmed Thursday that Richard Lawler, who is serving a life sentence for the 1979 abduction and brutal murder of 11-year-old Kevin Green, is not eligible for parole again until 2028. The board met and made its decision Oct. 17.

Lawler was serving a sentence of up to 40 years in prison for the abductions and rapes of two boys when the parole board voted in 1979 to grant him a furlough, after he served just four years.

Two months later, Lawler left the Cleveland halfway house and went to Old Brooklyn, where he snatched Green as the boy walked home from school. He dragged the boy into a wooded area, stripped him naked and stabbed him 95 times with an ice pick.

Cuyahoga County Prosecutor Michael O’Malley’s office sent a letter admonishing the board to never let Lawler out of prison again.

“This Board trusted Richard Lawler once before when it furloughed him out to Harbor Light in August 1979. Two months later, Kevin Green was brutally murdered,” he said. “This Board should never make the mistake of trusting Richard Lawler again.”

I found a 1999 motion to overturn evil shit-bag's original conviction as a sexual predator. Here's was the crimes he was first sent away for:
On November 3, 1974, George Rook, a thirteen-year-old boy, stated to officers of the Akron Police Department that Mr. Lawler had taken him to a motel room, sexually assaulted him repeatedly, and forced him to engage in oral sex. George also stated that, after taking him to the motel, Mr. Lawler took him to a park, tying him naked to a tree and cutting him repeatedly with a knife. A jogger saw the situation and summoned help.

Daniel Shearl [age 7] was reported missing to the Akron Police Department on September 15, 1975. The following morning Daniel returned home. Daniel stated that Mr. Lawler had abducted him, taken him to some woods behind a Baptist Temple, beaten him, and then forced him to sleep naked in the woods.

In the motion, fucktard made numerous points about how he wasn't a sexual predator, now remember, this is 20 years after he was convicted a second time for the rape and murder of 11-year-old Kevin Green during his release. One of the arguments he made was that he was "only" in his 20's at the time of the Rook attack and wasn't old enough to know better, but that assertion was quickly destroyed by the court. Another was that wasn't a pattern of behavior as a sexual predator, the court not only indicated that number of known victims, and the time between them, were enough, but the court brought up evidence that was discovered at the time of his arrest, in form of newspaper clippings on his person. Those clipping were of a know victim, but also another clipping of a different murder of a 14 year old boy not far away, he also possessed a poem to that boy
Mr. Lawler also had in his possession, at the time of his arrest, newspaper clippings regarding the 1975 incident as well as the discovery of a fourteen-year-old boy's body in Stow.

Mr. Lawler also was in possession of poems written by himself to the dead boy. Mr. Lawler was, however, not charged with the boy's murder.

My favorite attempt Cum-stain made was how, in the last 20 years, he as not committed any offenses, which coincides with the rape and murder of Kevin Green back in 1979.
Mr. Lawler argues that, as he is presently in his forties and has not committed any offenses in over twenty years, the trial court should not have determined him to be a sexual predator. We conclude, however, that, as Mr. Lawler was in prison and, hence, incapacitated during this period, his lack of recidivism is of little evidentiary value.
