A 4-year-old boy who died last week in the Manassas, Virginia, area was a victim of long-term abuse and neglect by three family members, Prince William County police said Thursday, including being starved and bound with plastic wrap and packing tape. The police arrested the three family members Wednesday and charged them with child abuse and murder.
Prince William police said a 911 call from one of the family members on the evening of Jan. 19 sent paramedics to an apartment. The 4-year-old boy was unconscious and was rushed to a hospital but died that night, police Lt. Jonathan Perok said Thursday.

The boy and three siblings, ages 5, 12 and 14, were all under the care of their grandmother and two aunts, Perok said. The children’s parents did not reside with them, Perok said.
As police investigated, they found that the boy and his 5-year-old sister were both allegedly subject to abuse by the grandmother and two aunts. The boy was found to be severely malnourished and dehydrated during his autopsy, though Perok said the exact cause of death was still to be determined by the state medical examiner.

Both children were found to have been regularly deprived of food and water, police said, and the boy was regularly bound in plastic wrap and tape. The three surviving children have been placed with Child Protective Services, police said.
On Wednesday, Prince William police obtained warrants charging the children’s grandmother, Rebecca Ann Romero, 53, with aggravated murder, felony murder, and felony child abuse and neglect. The children’s aunt, Shanyah Elizabeth Dilda, 22, was charged with the same three counts. Another aunt, Kemmilyn Anita Wade, 18, was charged with felony murder and felony child abuse and neglect. Police said the three women were being held without bond in the Prince William jail. Lawyers for the women could not immediately be identified.
