SHINGLETOWN, Calif. — Sheriff's SWAT teams are proceeding extremely carefully as they search a rural part of Northern California where an ex-convict suspected of fatally shooting his wife and two young daughters is believed to be hiding out, authorities said Thursday.

Given Shane Miller's knowledge of the area in Humboldt County and ability to fortify himself, deputies were very vulnerable, Shasta County Sheriff's Lt. Dave Kent said. Miller is believed to be on foot, heavily armed and have a cabin in the area where several weapons may be kept.

"Who knows whether or not he would retaliate against officers," Kent said. "With the information we're receiving, it ups the ante. It's almost like warfare."

The search is focused around the community of Petrolia, which is close to where Miller's truck was found on Wednesday. Schools in the area were closed, and the roughly 300 residents were being advised to shelter in place, keep their doors locked, and if they do have to leave for an emergency, to leave a contact number tacked to their front doors.

Petrolia is about 200 miles west of the site of the slayings in Shingletown, in Shasta County and 260 miles north of San Francisco. It is in a remote, undeveloped area of redwoods and towering mountains referred to as the "Lost Coast."

"We're all locked down here. We're supposed to call 911 if we see anything suspicious," said local resident Phil Franklin.

Franklin runs the Petrolia Guest House, one of the few businesses in a town so-named because the first California oil well was drilled there.

Miller is suspected of fatally shooting his wife, Sandy, 34 and daughters, Shelby, 8, and Shasta, 5, on Tuesday at his home before fleeing. He previously was convicted of being a felon in possession of a gun.

Kent said Shasta County Sheriff's deputies received a call from Miller's house around 7:45 p.m. Tuesday, although no one was talking on the line. When they arrived, they found the victims – all three shot multiple times.
Kent said investigators had not determined who placed the call, but he said it was from one of the victims as the shooting was in progress.

Authorities have not recovered the gun, or guns, believed to have been used in the shooting, but Kent said more weapons were found in the house.

In 2002, Miller was charged in San Francisco with making and selling marijuana for distribution, being a felon in possession of a firearm, possessing a machine gun and money laundering, according to court records. He pleaded guilty to being a felon in possession of a gun and was sentenced to three years and 10 months in prison. He was released in May 2007, according to the federal Bureau of Prisons.

Investigators had not determined a motive for the shooting, but Kent noted deputies had gone to the home last month on a domestic dispute call.

Schools in the rural community of about 2,000 people were locked down during the day Wednesday, and a forest harvest demonstration for local schools set for Wednesday and Thursday was rescheduled for next week.

Miller's two daughters both attended school in the Black Butte Union Elementary School District, superintendent Don Aust told The Record Searchlight.

The girls' parents pulled Shelby out of the elementary school and Shasta out of the preschool programs around three to four weeks ago

The Shasta County Sheriff’s Office is currently seeking Shane Franklin Miller on a warrant charging him with a triple murder. Deputies report that Miller allegedly murdered his wife, Sandy, 34, and daughters, Shelby, 8, and Shasta, 5 in Shingletown, California. He then fled the scene and deputies found his pickup truck abandoned about 200 miles away near Petrolia, California.

Deputies from at least 3 county sheriff’s departments, state and federal agents are searching the forests for him.

The Humboldt County Sheriff’s Office and Shasta County Sheriff’s Office is seeking assistance from the public with the identity of two hikers who were on the beach at the end of Lighthouse Road, Petrolia on Wednesday May 8, 2013 during the late evening hours.

Investigators were aware on the night of the homicide that the Miller family pet “Gigiâ€￾, a tricolored Dachshund, was unaccounted for. On Monday May 13, 2013, Humboldt County Detectives learned that a woman from the Petrolia area was in possession of Gigi. This subject was contacted and it was confirmed the Dachshund she possessed was Gigi. The woman told detectives she was on the beach at the end of Lighthouse Road in Petrolia during the late evening hours of Wednesday May 8, 2013. Two hikers were walking off the beach and were carrying Gigi. The hikers said they found the dog and were not able to locate an owner. The woman offered to care for the dog and took possession of Gigi. Names were not exchanged with the hikers and their identity is not known. It would be greatly beneficial to this investigation and the search of Shane Miller, if the location Gigi was originally found was known.

The Humboldt and Shasta County Detectives are asking the persons who located Gigi call the following numbers to provide that information. Shasta County (530-245-6025) or Humboldt County (707-445-7251).

Gigi remains in the care of the Humboldt County Sheriff’s Office and arrangements are being made for the safe return of Gigi to members of the Miller family. Gigi was in excellent health when she was found by the hikers and injury free.

A memorial was held for the woman and two little girls allegedly killed by their husband and father.

Supervisor Les Baugh began the ceremony with a few words and a prayer. He then handed the mic off to Kathy Carpenter or Aunt Kathy to Sandy, Great-Aunt to Shelby and Shasta.

She said she made the trek to represent Sandy's mom and sister, who live out of the area.

"Those girls were just beautiful, Carpenter said. "Not a hair was out of place in their little ponytails. They were just... They were beautiful girls."

She went on to share memories of her nieces, saying, "I want to be with them again someday."

Carpenter said the last holiday her sister got to spend with the Millers was Easter, a day that will now be cherished forever.

"They were taken so soon and I wish they could've had more Easters and more holidays together," Carpenter said.

Shelby was in third grade at Black Butte Elementary. Shasta attended the pre-school on campus.

A handful of their school friends shared their memories with us.

"I knew Shelby always like always. She was so nice and when I get hurt she tells someone that I need help," Felicity Goodson said.

At the end of the service, everyone released balloons into the sky. They watched as the balloons floated away.

Gigi, the dog was found in the woods, apparently after Miller killed himself she wandered off, was found by hikers, and was the only survivor. Smart dog. Didn't like Miller after he killed his wife and daughters.
