Fresno Police say Xavier Christopher Hawkins brutally beat a little boy to death inside his Fresno apartment Sunday afternoon.
Police say Hawkins, who also goes by the last name Weeks, now faces murder, physical and sexual abuse charges relating to the murder of 2-year-old Syre Bridges.
Hawkins was the live-in boyfriend of the boy's mother, police said.
On Sunday afternoon, Fresno Police went to the couple's Westside apartment after the toddler was rushed to Community Regional Medical Center. Syre was not breathing.
Fresno County Social Services Director Howard Himes says his department got a referral from the 2-year-old's grandmother asking CPS to check on some bruising on the child's face.
"All six attempts we were unable to locate the family at that point in time. That's why we also requested the Fresno Police Department to investigate as well," Himes said.
Police Chief Jerry Dyer says his officers stopped by the apartment on three occasions, but no one was ever home. The chief adds that Child Protective Services never relayed to police the severity of the suspected abuse, only that police needed to check on the 2-year-old's condition.
Himes admits communication could have been better between police and CPS.

A formal internal investigation is underway to find out how this child fell through the cracks. The report should be complete next week.

Police say he was severely beaten when they found him. He wasn't breathing and had bruises on his head. Hawkins was actually the one who called 9-1-1, on Sunday. He was booked into Fresno County Jail on charges of murder, child abuse and penetration with a foreign object.
Fresno Police Chief Jerry Dyer expressed, “I don't know that there's a penalty that can be given to him that would be good enough. It was very apparent that this child, as a result of his injuries, was tortured and at the hands of Xavier Hawkins.â€

She says the accused killer encouraged her to avoid Child Protective Services.
CPS and Fresno Police had been investigating allegations 2-year-old Syre Bridges was being abused. But neither CPS nor officers had ever been able to get a hold of Syre’s mother or see the little boy.
19-year-old Emiley Bridges knew about the investigation by Child Protective Services and the allegations her son, Syre, was being abused. She had noticed bruises on the boy.
“But he was very active. I didn’t think that he was being abused,†Emiley Bridges told us.
CPS said they tried to make contact with Emiley and Syre six different times. And they called Fresno Police to try and track down the mother and child.
Emiley says one of the times CPS came to her door, she and her boyfriend were home.
“I was going to answer the door one time, but Chris wouldn’t let me,†Emiley said.
Chris is her live-in boyfriend, Xavier Christopher Hawkins, also known as Chris Weeks.

Emiley now believes Weeks is responsible for her son’s death.
“Yeah, he was the last one to see him alive,†Emiley said.
Emiley said she had known Weeks all her life. They moved in together in June.
She says Weeks, who’s now 20-years-old, had served time in juvenile boot camp and at California Youth Authority. Police say he was on probation for a gun charge.
Emiley now says she would do things differently.
“I would be there for him more. I would have done something about it a lot sooner, if I knew,†Emiley said.
Fresno police say Emiley has cooperated with them. She does not face any charges.
Syre would have turned two years old on November 25th.
