A 2-year-old girl died in York County last Thursday. As authorities investigate her death, her parents are behind bars for charges of felony child neglect.
According to court records, 29-year-old Anna Raines and 37-year-old Jesse Gunn's charges are unrelated to their daughter's death.


A criminal complaint states that Raines called 911 last Thursday to say that her child wasn’t breathing.

When investigators arrived at the scene, they said the child's front and back were discolored, and one of her arms felt colder than the rest of her body. There were also crease lines on the child's face as if she had been sleeping on pillows or sheets.
Court documents also say the house was in disarray when investigators arrived, with three cigarette butts and loose change found inside the child's crib, as well as urine-soaked blankets and suspected heroin inside the child's diaper bag.


Authorities say the child's parents gave conflicting statements about when they found the child unresponsive. Raines told investigators that she had overdosed on opiates in the past three days and that she was an avid user. The child's father, Gunn, also admitted to drug use.

As a lifetime obsesser of SIDS cases (anxiety is real fun), this is perplexing. Sounds like she may have fallen between the bed and wall and suffocated, but she was 2 -- old enough to scream for help or get herself out. Parents are obviously covering up something, but the question is whether it was intentional abuse or just severe neglect.

Court Documents say Raines admitted to leaving around 2 that morning to meet her drug dealer. She says she left the 2-year-old girl with Jesse Gunn. Gunn says at some point in the night, he placed the little girl in the crib then woke up to her lying face down on the floor by their bed. Both admitted to using drugs in the days prior to the little girl’s death.

Major Montgomery says they’re waiting on the autopsy results to determine how exactly the little girl died, but he says more charges could be pending.

“What we’re waiting on now is for the medical examiner to determine the cause of death and those results right now are not available to us and probably won’t be for some time,” said Montgomery.

Investigators say Raines’ father was also living in the home. They say he hasn’t been charged with anything relating to this case.

“When it involves children, particularly of that age, two years old, that really don’t have any way to get out of that environment and take care of themselves, it takes a toll on you,” said Montgomery.

Another arrest has been made in the case of a 2-year-old-girl who was found dead in York County earlier this month.

The York County-Poquoson Sheriff’s Office on Thursday charged Timothy Raines, the girl’s grandfather, with one felony count of child neglect.
On Thursday, Montgomery said that there was probable cause to arrest Timothy Raines as the investigation continued.

“I can’t comment on exactly what has influenced us to make these charges at this point, other than the fact that the investigation was ongoing, and we had reached a point where we felt that the probable cause was no different than the probable cause that was used to obtain warrants for the mother and father of the child,” Montgomery said.

Raines, who has practiced family medicine for over 20 years, was arrested at his office on Thursday and is being held in Hampton, according to the sheriff’s office. The girl’s parents, Anna Raines and Gunn, remain held without bond at the Virginia Peninsula Regional Jail.

The investigation into the child’s death is still ongoing, Montgomery said. A cause of death has not yet been released.

Investigators report they found multiple components of syringes and urine-soaked baby blankets inside the home. In a diaper bag, they reportedly found suspected heroin inside gelatin capsules. They also report seeing a large amount of clothing, trash, and unclean dishes.

Anna Raines, father Jesse Gunn, and grandfather Dr. Timothy Raines face felony charges that describe the willful act or omission in the care of a child so gross and wanton that it showed reckless disregard for human life.
Court records show an exchange of text messages between Dr. Raines and his daughter, gathered in a search warrant, indicate Dr. Raines was fully aware of the conditions in the home with him calling it a “pig’s sty” and
stating “that is an unacceptable environment for a 16-month-old.”
The court records also show that when the child was born, Child Protective Services opened an investigation because the newborn had neonatal abstinence syndrome.

At the time, according to court records, Dr. Raines told CPS he would be heavily involved in the infant’s care.

What is neonatal abstinence syndrome?​


Neonatal abstinence syndrome is what happens when babies are exposed to drugs in the womb before birth. Babies can then go through drug withdrawal after birth. The syndrome most often applies to opioid medicines.
 
A man and woman pleaded guilty, and were sentenced, for voluntary manslaughter and child abuse on Oct. 3.
The guilty plea came after a 22-month-old girl’s death. Anna Raines said she left the girl will Jesse Gunn to meet her drug dealer around 2 a.m. Police said the girl appeared to have been dead for a while before they got there.

The girl’s room had drugs in the diaper bag, loaded syringes, cigarettes, etc., police said.
Raines was sentenced to 10 years for the voluntary manslaughter charge, and five years with one suspended for the child abuse charge. She has 14 years to serve. The sentences will run consecutively.
Jesse Gunn was sentenced to 10 years for the voluntary manslaughter charge and five years with one year suspended for the child abuse charge.
