Police in Philadelphia are seeking seven teenage suspects wanted in an attack on a 73-year-old man who later died from head injuries sustained during the assault.
The Philadelphia Police Department released disturbing surveillance footage on Friday of the deadly attack, which occurred around 2:30 a.m. on June 24.
In the footage, a group of teens can be seen chasing a person, who is blurred, across a street in North Philadelphia. One of the teens is captured hurling a traffic cone at the victim. A girl is then seen picking up the traffic cone and repeatedly throwing it at the victim. Another suspect appears to be filming the assault on a cellphone.
"The teens struck the victim several times with objects, knocking the victim to the ground causing injuries to his head," the department said in a statement. "The victim was transported to the hospital where he died of his injuries the following day."
Homicide Capt. Jason Smith told reporters during a briefing Friday that the medical examiner has ruled the cause of Lambert's death as blunt force trauma, ABC Philadelphia station WPVI reported.
Police said they are seeking four boys and three girls who appear to be in their early to mid-teens. Smith said at least two teens took part in the assault, WPVI reported.
The city is offering a $20,000 reward for information leading to an arrest and conviction, as is the case with all open homicides.
Smith is appealing to the parents of the suspects to come forward.
"The message I would like to put out there is to the parents of these juveniles, if they are aware that their son or daughter is involved in this incident, I think that the best course of action would be for them to contact an attorney and then contact the homicide unit," he said.

If even one or two of them are found they will hopefully rat out the others. For once the video images are very clear so it's probably just a matter of time.

I wonder what a 73-year old man was doing out on the street at 2:30 am, especially in what looks like a dodgy neighborhood? Ditto for the teens.
 
Two brothers have surrendered to police in connection with a fatal attack on a 73-year-old man, days after authorities released footage of the assault, police said.
The brothers -- ages 10 and 14 -- surrendered on Monday, according to the Philadelphia Police Department.

The development comes after the department released disturbing surveillance footage on Friday of the deadly attack, which occurred around 2:30 a.m. on June 24.
No other suspects have come forward at this time, police said Tuesday morning. There is no update at this time on whether any charges have been filed.

WPVI was at police headquarters when the siblings surrendered with their mother and an attorney accompanying them.
"They were normal kids. Do you remember when you snuck out of your house?" Rania Major, the attorney, told WPVI when asked why the children were out at 2:30 a.m.

Their mother did not have any comment.
"It's a very sad situation for all of the children, for the man's family and for everybody involved," Major told WPVI. "These are children. So, let's let them have their peace."

Fuck these children they do not deserve peace. They need to be tried as adults and held accountable for what they did.

A 14-year-old girl has been charged with third-degree murder and conspiracy in connection to the beating death of 73-year-old James Lambert in North Philadelphia. Police identified the girl who turned herself in to police on Wednesday morning as Gamara Mosley.

She was among several juveniles caught on camera during the attack that involved a traffic cone being used to beat Lambert. He died the day after the attack.
The 14-year-old girl turned herself in to the police alongside her attorney and mother just before 11:30 a.m. Wednesday.

“My client is 14 years of age, just turned 14, so I would just ask that everybody hold judgment,” defense attorney Lonny Fish said.
Fish is the 14-year-old girl’s attorney. He believes she is not a danger to the public.
“This is a bigger issue, not just small,” Fish said. “To lock up these children for a long period of time, do you think that will fix the problem that we have? I would say it’s not. My goal is to keep her in a juvenile system, in a school. No questions asked. Right now, she’ll be charged as an adult statutory, that’s the law. She’s being charged with murder in the third degree, conspiracy and I’m assuming possession of an instrument of crime.”
He adds her bail is expected to be set either Wednesday night or Thursday.
Also Wednesday, a 13-year-old girl turned herself in but was later released from police custody and was not charged. She turned herself in with her mom, attorney and other relatives shielding her.

Her attorney said a warrant was issued for her on third-degree murder charges, but she has since walked out of police custody and the Philadelphia district attorney says she is not being charged.

“I understand that this is a very serious situation and that these children have to be punished because they did something wrong, but not all of them are the same,” attorney Donte Mills said.
He says the girl tried to do the right thing, adding she called 911 and waited with Lambert until medics arrived.

“My client tried to prevent the group from doing that,” Mills said. “Mr. Lambert interacted with the children and a cone was picked up, a cone was used to assault him. My client, as you can see on the video, tried to grab the cone and stop Mr. Lambert from being assaulted.”

As of Wednesday, four of the seven juveniles seen on surveillance video during the attack have turned themselves in.

this shit sucks. its hard to say Lets lock them up!!! prison doesn't work it just makes people worse they throw them in a "box" and forget about them. no rehabilitation happens and then they expect them to get out and act like humans after being treated like animals. people need to be held accountable but what does this look like. we need to fix this whole broken system.

On a map " 2100 block of Cecil B. Moore Avenue in North Philadelphia" is right next to a place that serves older people, along with some possible sleeping spots, so he was at home, walking from his living room headed to wherever he was going to sleep.

The kids were waiting to find a homeless person who hadn't pawned their gun yet.

Traffic cones in the U.S. are soft plastic with a little hard plastic at the base so the video is probably longer.
 
A 13-year-old girl shot in the head was a witness to the fatal traffic cone attack on a 73-year-old man, several Pennsylvania media outlets report.

The Philadelphia Police Department said the girl was shot on the evening of July 22 in Germantown, a northern neighborhood of Philadelphia, according to a news release.

The girl was shot once “behind the right ear and through the jaw,” police said.

She was taken to a nearby hospital and, per the release, remains in stable condition.

According to CBS Philly, police confirmed the girl was on the scene of the fatal traffic cone attack on James “Simmie” Lambert on June 22.

Video of the incident showed a group of seven teens attacking Lambert with a traffic cone, repeatedly beating him while appearing to film themselves. Lambert died from the injuries.

Following the incident, four teens turned themselves in, with two 14-year-olds being charged with murder, Fox 29 reported.

The victim of the shooting has not been charged in the June attack, ABC6 reported.

In a July 25 news release, police said they have “no information at this time to confirm the two incidents are connected.”
 
The murder and conspiracy charges against one of the 14-year-olds accused of fatally striking a 73-year-old man with a traffic cone nearly two years ago — in a case that drew national attention and outrage — have been dismissed.
Common Pleas Court Judge Barbara McDermott dismissed all charges against Richard Jones, now 16, last month after his lawyer successfully argued that there was not enough evidence to prove that Jones’ actions contributed to the death of James Lambert Jr. in June 2022.

The District Attorney’s Office said it intends to appeal the decision.
Lambert was leaving a North Philadelphia park just after 2 a.m. one summer morning when prosecutors said a group of kids surrounded him. The juveniles started taunting him, prosecutors said, and then Jones picked up an orange traffic cone and threw it at Lambert.
Lambert was struck and fell to the ground. Prosecutors said surveillance video showed 14-year-old Gamara Mosley then picked up the cone and hit Lambert again.

Other children in the group appeared shocked and confused. As Lambert stood up to walk away, prosecutors said, Mosley retrieved the cone again, ran after him, and struck him twice more.

The children fled. Police and bystanders found Lambert lying on the ground, bleeding. He had suffered a serious head injury, police said, and died in the hospital the following day.
The crime drew widespread media attention, locally and nationally, with many questioning why children were out alone after 2 a.m. — and how they could so callously attack an elder. Jones and Mosley were each charged as adults with murder and conspiracy.
As the case wound its way through the system, juvenile justice advocates came to Jones’ and Mosley’s aid, twice bailing them out of jail and later finding lawyers to advocate for them in court.

The case evolved last month when Jones’ lawyer, Jason Bologna, successfully argued that there was not enough evidence to prove Jones’ blow to Lambert killed him, and that there was no conspiracy among the children that night.
In late February, Mosley’s case was decertified and sent to juvenile court, and she was adjudicated delinquent of murder, conspiracy, and possession of an instrument of crime, according to records. Court administrators did not respond to questions about her sentence. Mosley’s lawyer, Susan M. Lin, declined to comment.
“I see what happened to Mr. Lambert as a tragedy, but one that should not have been compounded by overcharging a 14-year-old boy in adult court with crimes the evidence does not support,” Bologna said. “In my opinion, Judge McDermott looked at this case objectively and made the right decision.”

I would not shed a tear if either of these two monsters end up in pool of their own blood on a street corner.

I hate playing this game but if the two teens were White and they killed Mr. Lambert I doubt any juvenile justice advocates would have defended and bailed them out or if the cases would have resolved the way they did.
