A Revere man is facing an animal cruelty charge after leaving his dog chained to a steel rod at the edge of a beach, leaving him to the "mercy" of the next high tide, state police said.

Police and the owner of a Revere kennel rescued the dog, which was found Aug. 29 on the bottom of the ramp from Winthrop Parkway to Short Beach. Had the dog not been found, he could have been trapped underwater when the tide came in, police said.

There was also a large rock attached to the chain to prevent the dog from escaping, police said.

Elias Pacheco-Osario, 27, was arrested Friday following a days-long investigation by state police. Investigators learned Pacheco-Osario was the owner of the 50-pound pit bull mix, which he had named "Killer," police said.

Pacheco-Osario told investigators he abandoned the dog on the beach after deciding he could no longer keep him, police said.
NBC10 Boston spoke to Pachecho-Osario Monday night and he admitted through an interpreter to leaving the dog there.

“I did it because my mind was overwhelmed and I didn’t know what to do,” he said.

Pacheco Osario also said his landlord wanted the dog gone. He said his wife is pregnant and the dog would often fight with his cat.

“I can’t deal with this anymore, I don’t know what to do so I sent emails, called the shelter. They didn’t answer to see if I can leave the dog there… and that’s why took my decision of leaving it there and I left it with food, and I know I did wrong,” he said.
Dog owners in Revere can't believe anyone would do this.

“This is horrible. We love animals. I love my dog. I walk it everyday," one person said. "This is something unbelievable. I can’t believe that happened here.”

Pacheco-Osario was placed under arrest for animal cruelty and then he posted $340 cash bail.

A pit bull who was abandoned and chained to a steel rod on Short Beach in Revere last year is getting a second chance at life.

The dog was left on the beach in September, in an area that is submerged during high tide. The rod he was chained to was attached to a metal rock, ensuring the dog couldn’t escape. The pup was finally rescued after Good Samaritans called police, worried the tide was coming in.
State Police Trooper Carlo Mastromattei and fellow Troopers took the pit bull mix to a local shelter, Sweet Paws Rescue, where life began to turn around for the pup.
While receiving plenty of love and attention from the staff there, Bobby Shannon found the dog and the two immediately connected.


Bobby adopted the pup and named him after the Egyptian god, “Horus,” who was said to hold the sun in his right eye and the moon in his left.
“He had a rough start to his life but is doing amazing now,” Bobby said. “He is very smart, doing well with his training, and loves hikes.”


Despite finding Horus on his worst day, State Police are confident his best days are ahead.

Horus even stopped by the Revere Barracks to thank the Troopers who saved him.

A Revere man pleaded guilty today to one count of animal cruelty by custodian and one count of dog tethering/confining violation for abandoning and tying his dog to a pole on a Revere beach below the high-water mark, Suffolk District Attorney Kevin Hayden announced.
Judge Jane Prince sentenced ELIAS PACHECO-OSARIO, 29, to one year in jail, suspended for two years with the conditions that he pay restitution, complete the Benchmark Animal Rehabilitative Curriculum (BARC) program, and not own any animals.
On August 29, 2021 at approximately 12:15 pm, members from Revere and State police responded to Short Beach in Revere. Upon arrival, officers located a brown Pit Bull mix chained to a metal pole located near the shoreline. The dog had a thick metal chain around his neck with a heavy boulder attached to prevent the dog from escaping. The secluded section of the beach is usually submerged at high tide, meaning the dog would have likely drowned had it not been rescued.
A witness on scene stated he observed a male, later identified as Pacheco-Osario chain the dog to the pole 40 minutes prior to police arrival. Video surveillance shows Pacheco-Osario walk down the beach ramp with the dog and does not come back up. Video also shows a metal chain collar and leash attached to the dog are consistent with the collar and chain attached to the dog on scene.
“Many of us may have pets for different reasons; the main reason is the joy they bring to our lives. If someone can no longer care for their pet, there are ways to rehome them, such as bringing them to an adoption center. This man made a cruel and irresponsible choice and he’s being held accountable for it,” Hayden said


He should be deported.
