An Altoona man was charged Wednesday, accused of abusing a chihuahua puppy, then attacking an officer investigating the abuse.

Altoona Police said they responded to a residence in the 1500 block of Fifth Street on Tuesday night and found chihuahua puppy, younger than two months old, with a severe head injury.

The puppy was also completely infested with fleas, police said.

Investigators learned Richard Jukes Jr., 25, stomped on the puppy’s head, causing a the ultimately fatal head injury.

When officers attempted to interview Jukes about the incident, he punched an Altoona officer the face, police said.

Jukes was charged with aggravated cruelty to animals, aggravated assault of a police officer, resisting arrest, obstruction of justice, recklessly endangering another person and disorderly conduct.

Police said eight other flea infested animals, including three dogs and five cats, were removed from the residence by the Pa. Humane Society.

Children, Youth and Families were called to the residence because three children, ages 4, 6 and 9, were living in the flea infested residence, police said.

The fact that the word "Infested" was used makes me shutter. Gross. And puppy head stomping? Hate and Discontent would be how I feel abour that.

An Altoona man who stepped on a puppy’s head and fought with the responding Altoona police officers when they removed other animals and children from a flea-infested residence will spend 18 to 36 months in prison.

Richard P. Jukes Jr., 25, rendered guilty pleas to two second-degree felony counts of aggravated assault, a third-degree felony count of aggravated cruelty to animals resulting in death and to lesser charges of resisting arrest and recklessly endangering another person.

First Assistant District Attorney Pete Weeks presented the plea in court Monday requiring Jukes, now incarcerated at the Blair County Prison, to be transferred to a state prison where he will finish his incarceration. Upon release, Jukes’ parole will be supervised by the state.

Jukes is ineligible for the state prison’s early release program because of the offenses to which he is pleading guilty, Weeks said.

Altoona police charged Jukes in November after responding to a call about an injured puppy.

Stephanie Obssuth, who was holding the severely injured dog when police arrived, told police that Jukes was sitting in a chair before he stood up and stepped on the head of a Chihuahua named “Popcorn.”

Further investigation revealed that the puppy and the inside of the residence were infested with fleas. Because three children, ages 4, 6 and 9, lived there, police notified Children, Youth & Families. Police also summoned the Central Pennsylvania Humane Society because they also found two adult dogs, another puppy and five cats inside the residence.

In court documents, police officers said Jukes became angry as efforts developed to remove the children and animals. One of the responding officers said Jukes punched him and another said Jukes kicked him.

Altoona police also charged Obssuth and Stacy Friday, who lived at the residence, with endangering the welfare of children and cruelty to animals. Friday rendered guilty pleas in April to both offenses in exchange for six months incarceration. Obssuth’s criminal charges are still pending.
