WILLIMANTIC, CT – Carroll Bumgarner-Ramos has been arrested after his girlfriend’s three-year-old daughter died from “indescribable atrocities” which included a skull fracture, bite marks, burns, trauma to her genitals and swollen eyes.
The girl’s mother, 26-year-old Kim Lam, had only been living with 29-year-old Ramos for a month when she let Ramos babysit her daughter on June 22 while she went to work. When she returned that night, her daughter had a bruise on her forehead that Ramos claimed was a result of the girl falling off the bed and hitting her head on a heater.
Lam said she that she was suspicious of Ramos’ explanation, but let it go because she didn’t think her boyfriend would harm her daughter. She then let Ramos babysit her daughter again last Thursday. When she returned home from work at around 9 pm, she found her daughter in bed covered with vomit. She was babbling incoherently and her face was swollen.
She told police that Ramos suggested the girl was suffering from Lyme disease, an illness he had once and had similar symptoms.…

Lyme disease? That's he best he could come up with. Shit he could have at least blamed the table or a catastrophic fall onto the kitchen floor and his heroic efforts to revive her with CPR hence the vomiting. But Lyme disease? I'll give him points for creativity tho.
 
I commented with this on the main page, and I'll say it again here- this twatwaffle mother couldn't fix her little fingers to type his name into public records, and see all the charges he had pending, before moving him in and leaving her most precious daughter with him? Or did she know and just not care? My guess is she was too lazy to investigate and just believed every word that dribbled out of his disgusting mouth.

I'm going to guess that he was full of those lovely excuses like "Baby, she deserved it" and the cumdumpster believed it. Or she thought that the love from a good woman like herself would fix him and they would ride off together into the sunset on his white horse.
 
A Willimantic man convicted of delivering a series of beatings that killed a 3-year-old girl in 2013 was sentenced today to 30 years in prison – a much more lenient sentence than prosecutors requested.

During the sentencing of Carroll Bumgarner-Ramos inside Danielson Superior Court, Judge Patricia Swords excoriated the 32-year-old man, stating the likelihood of his rehabilitation was “minimal.”

“You are vicious, cruel and cold-blooded,” she said. “The photos of this crime are almost beyond belief, that a human being could treat a small child like that.”

Bumgarner-Ramos, who has previous convictions for assault and drug-related crimes, was found guilty in May by Swords of first-degree manslaughter, first-degree assault, risk of injury to a minor and aggravated sexual assault of a minor in the death of Nevaeh Lam on June 27, 2013.

In laying out the sentence, Swords gave Bumgarner-Ramos 25 years for sexual assault and five for manslaughter, with the sentence on those charges to run consecutively. Bumgarner-Ramos was also sentenced to 10 years each on the risk of injury and assault charges, which will run concurrent to the other charges. Twenty-five years of the total sentence must be served under the mandatory minimal guidelines. Bumgarner-Ramos was also ordered to serve 15 years of special parole.

Patricia Froehlich, who helped prosecute Bumgarner-Ramos before retiring earlier this year, was back in court on Wednesday after being sworn in as a special assistant state’s attorney. Froehlich argued for a 75-year sentence for Bumgarner-Ramos, citing his long criminal history and the brutal nature of the crime.

“This is a crime that cries out for the maximum sentence,” she said. “According to the (pre-sentence investigation), this is a selfish, self-centered, violent young man.”

Froehlich said Nevaeh was “not a privileged child,” but one that deserved so much more than a violent death at the hands of a person entrusted with her life.

“(Nevaeh) was in intense pain and he kept spanking away,” Froehlich said. “I can’t think of a more horrific image.”

Bumgarner-Ramos, who rejected an offer by the state to settle the case short of a trial, told police that Nevaeh had been in his care the afternoon of her death. He also said that Nevaeh hit her head on a post while he was playfully swinging her by her arms, and then spanking and biting her to get her to stop crying, Judge Patricia Swords said when rendering her verdict. (Because THAT'LL make her stop crying.....)

Though Bumgarner-Ramos declined to speak during the sentencing, his mother, Norma Ramos, said after that her son was “unjustly convicted” and she will work to appeal the verdict. Bumgarner-Ramos’ lawyer, John O’Brien, said his client was remorseful about the child’s death, but maintains he did not cause her injuries.

A state appellate court has upheld the sexual assault conviction of a Willimantic man who delivered a series of ultimately fatal beatings on a 3-year-old girl in 2013, but vacated an assault conviction on the basis of double-jeopardy.

The court issued its opinion Friday on two appeals filed by Carroll Bumgarner-Ramos, who is serving a 30-year sentence on first-degree manslaughter, first-degree assault, risk of injury and aggravated sexual assault of a minor charges in the death of Nevaeh Lam on June 27, 2013.

Bumgarner-Ramos was found guilty of the charges in April 2016 by Judge Patricia Swords who called the defendant “vicious, cruel and cold-blooded.”

Lawyers for Bumgarner-Ramos successfully argued during the appeals proceedings that a conviction on both the manslaughter and assault charges constitutes double-jeopardy because their client could not have caused the death of Nevaeh as the state described without first causing “serious physical injury,” the definition of first-degree assault.

When she rendered her sentence, Swords ordered Bumgarner-Ramos to a combined sentence of 30 years on sexual assault and manslaughter charges with 10 years to serve concurrently on the risk of injury and assault charges. He was also sentenced to 15 years of special parole.

Autopsy results showed Nevaeh suffered blunt force injuries to her abdomen, body and head in the hours leading to her death. Dr. Susan Williams, who performed the autopsy on Nevaeh, testified the child had been killed by repeated jabs to her abdomen that crushed the child’s intestines against her spine.

Although Nevaeh was “battered and bruised all over her body,” Swords said, “The defendant never sought medical attention for Nevaeh or asked anyone else to seek medical attention.”

Swords said Bumgarner-Ramos the night before “began to poke her repeatedly and forcefully in the stomach” when he got angry that her crying was keeping him awake.

The appellate court ruled in a separate appeal there was sufficient evidence to support Bumgarner-Ramos’ sexual assault conviction contrary to his claim the state failed to prove he engaged in intercourse with the victim.

Bumgarner-Ramos argued the injuries to Nevaeh’s vaginal area were caused when he violently spanked her in the hours before her death, but not from sexual penetration.

But the court ruled the location of the girl’s injuries and the violent way in which they were suffered were enough to uphold the aggravated sexual assault of a minor conviction, despite there being no sexual penetration by Bumgarner-Ramos.

Willimantic, nicknamed “romantic Willimantic “ is anything but....rather it’s the bowels of the earth. Last I heard it’s the heroin capital of the east coast and while attempts to clean it up and make it more normal, it still has a long way to go.
I know this because I was born at that very same hospital and lived two towns over growing up.
I’m never surprised when I hear of atrocities coming from this town.
