Former special counsel Robert Mueller had to correct himself Wednesday after he bungled his testimony to Congress about whether President Trump would have been charged with a crime but for Justice Department guidelines.

Mr. Mueller told the House Judiciary Committee during morning testimony that the guidelines from the Office of Legal Counsel prohibiting indictment of a sitting president were the reason he didn’t bring charges.

“That is correct,” he told Rep. Ted Lieu, a California Democrat.

But as he started an afternoon appearance before another committee, he had to correct himself.

“That is not the correct way to say it,” Mr. Mueller said. He said his team didn’t reach a determination about Mr. Trump’s criminal culpability one way or the other.

The Baltimore Sun editorial board lit up President Trump Saturday night for his Twitter tirade against their city and Rep. Elijah Cummings, the powerful Democrat who represents Maryland’s Seventh District.

Cummings, the chair of the House Oversight Committee, has over the last two weeks has both authorized subpoenas for senior White House staffers’ communications and ripped into acting Homeland Security chief Kevin McAleenan over the conditions of the government camps for migrants at the border.

Trump responded Saturday morning shortly after a Fox News segment showed piles of trash in Baltimore, “Rep, Elijah Cummings has been a brutal bully, shouting and screaming at the great men & women of Border Patrol about conditions at the Southern Border, when actually his Baltimore district is FAR WORSE and more dangerous. His district is considered the Worst in the USA,” adding, “Cumming [sic] District is a disgusting, rat and rodent infested mess. If he spent more time in Baltimore, maybe he could help clean up this very dangerous & filthy place.”

Baltimore officials and House Speaker Nancy Pelosi, a Maryland native, rebuked the president’s comments about the district where 55 percent of residents are African-American before the Sun criticized Trump at length.

“It’s not hard to see what’s going on here,” wrote the paper. “The congressman has been a thorn in this president’s side, and Mr. Trump sees attacking African American members of Congress as good politics, as it both warms the cockles of the white supremacists who love him and causes so many of the thoughtful people who don’t to scream.”

Trump has spent most of July embroiled in a feud with four Democratic congresswomen of color, saying that if they have any criticisms of the United States they should leave. The seventh district of Maryland — which Cummings has represented from 1996 and the president excoriated via Twitter — is in the United States, a fact the paper mentioned.

“We would above all remind Mr. Trump that the 7th District, Baltimore included, is part of the United States that he is supposedly governing. The White House has far more power to affect change in this city, for good or ill, than any single member of Congress including Mr. Cummings. A Kentucky county's Democratic Party headquarters was vandalized with graffiti over the weekend that disparaged Rep. Alexandria Ocasio-Cortez (D-N.Y.).

News outlet WDRB reports the Jefferson County Democratic Party was vandalized with white spray paint Sunday that included the messages "TREASON DEM," "WITCH HUNT" and "RACIST AOC."

The building serves as the headquarters for the Louisville Democratic Party, which is located in Jefferson County. The group issued a statement Sunday condemning the vandalism.

"This kind of hate filled graffiti is an unfortunate symptom of today's environment where folks won't come together for honest debate and discourse. Free speech is about buying a billboard with your options, not vandalizing a building with graffiti," the statement read.

"We are not intimidated by this act and it only serves to strengthen our resolve in standing up for true democracy."

Baltimore is a rat-infested shit-hole, possibly the worst place in the USA and one of the most dangerous places in the western world. Trump was right to call Cummings out. Why have the Democrats who control the place not done anything to help the people there? Or Detroit. Or East St Louis.

The story about Elijah Cummings’s district that Trump isn’t interested in telling


President Trump’s sweeping disparagement of Maryland’s 7th Congressional District over the weekend was obviously not informed by the district’s actual dynamics. Trump apparently saw a segment on Fox News in which a Republican activist shared videos of run-down houses in a district represented by a fierce critic of the president, Rep. Elijah E. Cummings (D-Md.). With a flick of his magic Twitter wand, Trump declared the district to be so toxic as to be uninhabitable.

“No human being would want to live there,” he wrote on Twitte , a wholesale denigration of the people who do live there — people who, in Trump’s eyes, either don’t want to live there or aren’t human. Trump was focused on the portion of Baltimore that Cummings represents (the dark-blue cluster in the district), almost certainly without recognizing that the district also stretches out into the suburbs and includes no fewer than 64,926 people who voted for Trump in 2016.

Cummings’s district is “considered the Worst in the USA,” according to the president’s random attack, and is “the worst run and most dangerous anywhere in the United States.” It’s a “disgusting, rat and rodent infested mess,” Trump went on, and “very dangerous & filthy."

Again, Trump was responding to a few videos shared by a Republican who lives in Baltimore, but it took very little for him to extrapolate: It’s Baltimore, so it’s poor, dangerous and dirty — which is precisely the context in which Trump has always referred to the city.

The thing is, though: Cummings’s district isn’t that poor. Compared with the other 434 congressional districts, the 7th District is in the 61st percentile on median household income. White House Chief of Staff Mick Mulvaney’s old district, South Carolina’s 5th District, is in the 22nd percentile for income, despite Mulvaney disparaging Cummings’s district on Sunday.
