Three arrested on suspicion of aggravated kidnapping, assault of woman for up to a year
- Three people have been arrested in connection with the kidnapping and assault of a Burnet woman.
According to Burnet police, a two-month investigation revealed that an adult female was held against her will at a Burnet home and repeatedly assaulted for up to a year. Police have not released the woman's name.

Police arrested 45-year-old Charlotte Elaine Arms, 31-year-old Thomas Allon Simon and 24-year-old Walker Wayne Shepland. Police said they suspect Arms spearheaded the assaults, telling Simon and Shepland to beat the woman. Police say the three suspects did not allow the woman to leave the residence and beat her repeatedly for attempting to leave.

Affidavits describe alleged abuse, ‘water boarding’ in Burnet case
The alleged victim of multiple assaults at the hands of two people with whom she lived described numerous beatings and even “water boarding” during the ordeal,

against her will and beating her several times. Officers arrested a third man for allegedly abusing his wife, whose Jan. 28 death triggered the investigation that led to the revelation of the alleged kidnapping and abuse.

Police charged Charlotte Elaine Arms, 45, and Walker Wayne Shapland, 24, with aggravated kidnapping and aggravated assault with of a weapon of a family/household member. The charges revolve around keeping a 26-year-old woman against her will in the residence and beating her several times.

During one incident, the victim claimed one of the suspects tied her to a table in June 2013, placed a rag in her mouth and put a towel over her head and poured water over her face while questioning her about her actions, according to the affidavit.

According to the affidavit, the victim said the man called this “water boarding.”

The woman, who is now in a women’s shelter along with her children, told Burnet investigators of her alleged plight after an investigation into her sister’s death at the same residence

On Jan. 28, police responded to the North Pierce residence after somebody reported a woman’s death. The dead woman was identified as 29-year-old Rebecca Schaller. During the initial investigation, officers noted several injuries to the body including two-thirds of her face suffering burns.

During a follow-up inquiry into Schaller’s death, investigators noted no real sense of loss or remorse from the eight adults and six children sharing the home,

According to an arrest warrant affidavit for a third man, Thomas Allon Simon, 31, the deceased woman’s husband, an autopsy revealed Schaller’s body had multiple injuries and suffered a “severe infection.”

During a follow-up with Simon, investigators believe the husband struck Schaller causing several injuries. He was arrested and charged with aggravated assault causing serious bodily injury.

The exact cause of Schaller’s death was still under investigation.

But as investigators continued to look into Schaller’s death, they began to piece things together, both from what they were told and what was missing.

officers noted several people provided written statements regarding Schaller’s death, but several people hadn’t including Arms and the alleged kidnapping victim.

Investigators reached out to a Child Protective Service investigator to get information about Schaller’s sister and, if possible, get her out of the house so they could speak with her. On March 6, a confidential informant told investigators Schaller and her sister were Arms’ nieces by marriage and the informant had witnessed the woman abuse the two sisters and instruct others to abuse them as well, according to the affidavit.

On March 10, officers were able to get the alleged victim out of the house, and she then confirmed the confidential informant’s information. She also went on to describe several other alleged assaults beyond the water boarding including a time between Oct. 31, 2013, and Nov. 5, 2013, when the two kidnapping suspects tied her to a bed and beat her with a wooden paddle and a leather belt, the affidavit stated.

“(The victim) stated that the beating lasted approximately two hours,”

The woman even outlined several alleged abuse incidents just days before police got her out of the house, the affidavit stated.

“(The victim) admitted to us that Charlotte Arms has been abusing her for the past two years on an almost daily basis,” Hicks stated in the affidavit. “(The victim) refuses to leave the home because Charlotte has convinced her that (her) children will be taken away from her and Charlotte will make sure that (she) is deemed unfit.”

All three suspects were booked into the Burnet County Jail. Arms and Shapland face first-degree felony charges, punishable by up to 99 years in prison. Simon faces a second-degree felony charge, punishable by up to 20 years in prison.

Lord, I'll have nightmares from just the mug shots. 5 other adults in that house and nobody told? Can you imagine the kids that had to witness this on a daily basis? Fat ass bitch and her little demon underlings, maybe she threatened to smother everyone in her fat neck roll if they did not comply.
 
I have to wonder if the ringleader was living out some twisted BDSM fantasy of some sort. I think she failed to realize that it has to be CONSENSUAL... and the two brainless idiots that she had 'helping' her? they both deserve whatever the courts dole out to her. Oh, and if it's consensual, there's always a safeword.. if you don't have a safeword, you're asking for trouble.. idiot.

I'm just glad the victim was able to get away before she died too...I see a lot of years of therapy for the children.

There was another story not too long ago, somewhere out east where like 3 people were holding a girl and her daughter hostage and abusing both her and the child and the girl was so scared and brainwashed to leave (she was also mentally slow). I kinda feel like the same thing happened here and with the previous story I think those people went away for a long time.
 
You might be a victim of abuse if....

So, if you happen to be reading this, and you also happen to have someone in your life trying to control you by threatening your ability to keep your own children, you're not the one at fault, and chances are, listening to that person is FAR more likely to end up with you losing them to CPS... or worse.

BURNET — Two people involved in torturing two women, one of which died, for more than a year in a Burnet residence pleaded guilty Aug. 27 in State District Judge Evan Stubb’s courtroom.
According to court records, Charlotte Elaine Arms, 46, pleaded guilty to aggravated assault with a deadly weapon and sexual assault. Stubbs sentenced her to 15 years in prison on each count, which she’ll serve concurrently.
According to court records, Walker Wayne Shapland pleaded guilty to two counts of aggravated assault with a deadly weapon. Stubbs also sentenced him to 15 years on each charge, which Shapland will also serve concurrently. The maximum sentence they could have received is 20 years on each charge.
Two other men, Jamie Cal Martin and Thomas Simon, were also charged and indicted in the case. Their cases are still pending.
In January 2014, Burnet police responded to a report of a deceased woman at a residence in the 700 block of North Pierce Street. Officers found the body of Rebecca Schaller, 29, on the couch in a bedroom. In an arrest warrant, Burnet investigators detailed autopsy information that showed the woman had suffered a stab wound below the left side of her chest, broken ribs in various stages of healing and a severe infection. Investigators reported the deceased woman also had burns over two-thirds of her face, and both ear lobes had been sliced.
During the investigation, officers noted the lack of concern for the woman’s death, the affidavit stated.
Burnet County District Attorney Sonny McAfee said the woman’s death, however, wasn’t a homicide.
“The person who died, died of natural causes,” he said.
McAfee said the woman had infections throughout her body, and though she wasn’t well cared for, her death was not ruled a homicide.
Officers, believing something wasn’t quite right at the residence, continued investigating the case. Eventually, an informant detailed for investigators how Arms and others in the house abused Schaller along with the dead woman’s sister over a period of two years, according to an arrest warrant affidavit filed in March 2014.
Up until March 10, 2014, officers hadn’t really been able to question the second victim, but they were able to get her and her children out of the house and away from the others. The victim then confirmed what the informant had told investigators regarding the abuse and offered more details. The torture included “water boarding” in June 2013 in which Shapland tied her to a table, put a rag in her mouth, covered her face and began pouring water over her face, according to arrest warrant affidavits. The victim told officers she thought she was going to drown.
The woman described other abuse at the hands of Arms and Shapland including being beaten with a wooden paddle and belt, the affidavit stated. The abuse, the woman said, continued right up until days before police got her out of the house in March 2014.
McAfee commended the Burnet Police Department for the investigation, pointing out investigators continued to work the case, developing more information and witnesses since the initial call in January 2014.

The abuse and neglect lead to her death stating that she died of natural causes is quite absurd.
